According to Chamber Man
ager Gary Powell nearly every
business in Spalding County Is
on the mailing list of the “shy
ster” classified directory com
panies operating out of Southern
California. The promotion litera
ture has flooded this area three
times in the past six to eight
months, Powell said.
The California companies use
on their solicitation, a trade
mark almost identical to the tel
ephone company’s yellow page

insignia. The solicitation is a da
ta processing card which has ev
ery appearance as being a state
ment for an amount due. Only
on careful examination of the
card could one note that it is a
solicitation, Powell said.
Sen. Russell at the Chamber’s
request brought the matter be
fore Chief Postal Inspector H. B.
Montague.
Here is the reply he received:
“This will acknowledge your
communication of Jan. 30, 1968,
and enclosures, in behalf of Mr.
Gary Powell, Executive vice
president, Griffin Area Chamber
of Commerce, Griffin, Georgia.
The matter concerns mail from
Classified Advertising Publish
ers, P.O. Box 947, Tarzana, Cali
fornia (our reference 150-61558-
P).
“This Is one of several firms
using questionable literature in
promoting “classified” direc
tories. The majority operate
fro mSouthem California and
their mailing pieces follow the
same basic format. All contain
statements that they are solici
tations and not bills, invoices,
or renewals, and the promoters
generally publish a directory.
However, certain aspects of
these promotions are deceptive
and the Postal Inspection Ser
vice has been actively engaged
in their investigation.
“The promotors of one such
firm were convicted at Atlanta,
Ga., on Sept. 22, 1967, following
trial on mail fraud charges. Ad
ditionally, our investigative find
ings regarding other similar
promotions have been referred
to United States Attorneys with
the result that indictments char
ging mail fraud have been re
turned by federal grand juries
at Roanoke, Virginia, Indiana

new law will require solicitations
resembling bills, invoices, or
statements of account to have
printed conspicuously upon the
face a clear statement of pur
pose and of the recipient’s rights.

suit of these schemes and appre
ciate your interest in bringing
the matter to our attention. The
data you furnished is being re
ferred to our field division, as
