Senate Panel
Ready To End
Budget Hearings
By MARGIE RASMUSSEN
ATLANTA (UPl)—The Senate
Appropriations Committee was
ready today to complete public
hearings on money requests for
the 1969 budget before tackling
the $858.1 million bill passed by
the House.
Money needs for prisons and
highways were to be aired be
fore the senators, who also
planned to call back University
Chancellor George L. Simpson
and Planning Director Oliver
Welch for further explanations
of their budgets.
State Welfare Director Wil
liam H. Burson told the com
mittee Wednesday the welfare
rolls for families with depend
ent children swelled 20 per cent
last year over 1966 and “if we
don’t do something concrete to
reverse this cycle, we are
doomed to another increase.”
Burson said by next year he
hoped to have full - scale plans
for a work incentive program
and a birth control project
aimed at lowering the rolls.
Burson described other trou
bles, including the high cost of
care for Georgia’s 58 confeder
ate war widows. Four of them,
he said, are housed at Wesley
Wood Health Center in Atlanta
at a current cost of SBSO a
month.
“While admitting it is one of
the best institutions of its kind,
I cannot escape the conclusion
that it is taking advantage of
the situation,” Burson declared.
He said $42,000 alloted for wid
ows’ care was not enough and
lapsed funds might have to be
used.
His statement brought a re
buttal from Scott Houston Jr.,
director of the center, who said
state patients are charged the
same rate as private patients
and operating cost increases
have caused the hike in ex
pense.
“We are always ready to co
operate with the state. . .but
the state must decide the level
of care it wishes to provide the
Confederate widows and choose
an institution accordingly,” said
Houston.
Burson told the committee his
department may bring suit
against the federal Department
of Health, Education and Wel
fare seeking the right to draw
up waiting lists for welfare rolls
in face of a federal "freeze”
of funds. Burson said HEW was
trying to make him place all
eligible applicants on the rolls
now, forcing higher costs to the
state if Congress won’t provide
funds.
Some 42 Georgia counties
would be opened to the "threat
of federal intervention” in their
planned food distribution pro
grams unless the legislature
agrees to a SIOO,OOO state con
tribution, Burson said.
Denial of these funds, he ad
ded, “would not only cripple the
food programs Os the depart
ment but worse, would amount
to a breach of faith with the
counties of Georgia which are
acting voluntarily” to provide
the programs.

Inadequate” education budget
passed by the legislature.
Kirk told the teachers he had
no intention of calling the
legislature back into special
session to rewrite the education
budget, and the teachers
indicated they have no intention
of returning to work until he
does.
The governor, facing, an
audience as cool as the breeze
off Key Biscayne, said repeated
ly he would not call a special
session under duress or coer
cion.
And he predicted that a
special session at this time
would result in an avalanche of
punitive antiteacher legislation.
Tlie reaction of the teachers
was indicated in a retort from
one striker near the end of the
marathon session:
“I want to thank you
(governor) for coming here
tonight to strengthen our
cause.”
Kirk met with scattered boos
and hisses as he stepped out of
his helicopter at the outdoor
island arena, drew some
applause during the meeting. Pat
Tornillo, executive secretary of
the Dade Classroom Teachers
Association, said the teachers
would not return to the
classrooms until a special
session was called and enacted
an acceptable quality education
program.
Kirk called Tornillo’s state
ment an “ultimatum” and said:
"If I called a special session
of the legislature now, you
would very shortly see 34
antiteacher bills on the floor.”

ry N. Boyd, 21 - year -old Ma
rine and son of Harry U. Boyd

when his father was killed and
the Marine was wounded.
“Our evidence shows that
Faye Dawson was not with
Brown at the time of the shook
ing,” Wood said. “We were jus
tified in holding her up until
Tuesday, but the interview with
Boyd changed all that.”
Wood did not explain where
the girl might have been at the
time.
