Sub-Father
Rule Halted
For Ten Days
MACON, Ga. (UPI) — The
Georgia Welfare Department
has been enjoined for at least
10 days from enforcing a “sub
stitute father" ruling —a move
Burson says could work a fiscal
hardship on the state.
Burson testified Friday that
some 23,000 persons would be
added to welfare rolls in the
state if the U. S. District Court
strikes down the ruling. He said
such additions could cost the
state nearly $7 million.
The substitute father ruling
would keep women and children
from receiving welfare aid if it
can be proven there is a man
living in the same house with
them
U. S. District Judge William
A. Bootle issued a 10 day In
juntion against the welfare de
partment’s enforcement of the
rule. Another hearing is sched
uled for next Friday.

No One Takes
Blame For
Late Adjourn
ATLANTA (UPI) — No one is
accepting the blame for the
Georgia Legislature’s late ad
journment last week.
House Speaker George L.
Smith Friday blamed the Senate
for laxity at the beginning of
the session.
"The record speaks for it
self,” Smith said.
The previous day, Lt Gov.
George T. Smith cast aspersions
on the House for the final day
logjam of bills which held up
adjournment until after 11 p.m.
March 8. The Senate president
said the House approved and
sent to the Senate more bills in
the last 11 days of the session
than in the first five weeks, re
sulting in the late adjournment.
On the final day, both Houses
had agreed on a 5 p.m. ad
journment. The House was fin
ished by that time, but the Sen
ate held up quitting time as it
acted on more than 100 bills in
the final hours.
