Some Diplomats Feel Ho
Will Hold Out On Talks

LONDON (UPD—The regime
of President Ho Chi Minh of
Hanoi considers the Commu
nists have in principle won the
war in Vietnam, authoritative
East European diplomatic sour
ces said today.
North Vietnam therefore can
be expected to hold out for
peace terms at the conference

COVINGTON, Ga. (UPD —
Concrete answers for riot con
trol are lacking in the recently
released report from the Presi
dent’s Commission on Civil Dis
orders, Georgia Public Safety
Director R. H. Burson has
charged.
In an address to business
leaders here Monday, Burson
termed the long-term social
welfare program proposed by
the commission as unrealistic
from a standpoint of immedi
ate riot prevention.
"The report did very little to
aid the police of this country
in handling these disturbanc
es," he said. “It left unan
swered the question of what
those of us in law enforcement
can do to stop a riot before it

Wllva Guthrie, 85, and Ralph
McFarland, 85, hiked three
miles Monday to get a marriage
license, then apparently eloped.
The couple, both residents of
the Harrison County Home for
the Aged, did not return to the

here found out Monday why
John Lewis trained so hard for
the track team.
When he was released with
other inmates to take part in a
cross-country race, Lewis ran

Await Ho’s Decision
The Informants with known
contacts to Hanoi believed that
Ho Chi Minh currently is
pondering whether to go to the
conference table now, or
whether to wait in the hope
prospects will improve with the
mere passage of time.
Hanoi has for some time been
determined to hold off any
negotiations before the U.S.
presidential election, banking on
growing internal pressure in the
United States to end the war.
Hanoi has suffered tremen
dous losses in the recent
offensives. The bombing has
done more damage than is
conceded so far. Only the flow
of Russian and Red Chinese
supplies in ever increasing
quantity has made it possible
for North Vietnam to withstand
the blows.
But Hanoi has been confident
of continued support from both
Moscow and Peking, knowing
that neither could afford to let
their “fraternal ally” down.
Possible Strategy
Hanoi now has two options:
—lt can reject the President’s
offer as a mere propaganda
move and continue the fight,
hoping for all out success,
especially political success, that
would oust the regime in
Saigon.
—Alternatively, Hanoi may
agree to talks. But present
Indications are that it would
continue fighting during the
initial stage of talks on the
pattern of the Communist fight
during the 1954 Geneva Confer
ence until the fall of Dien Bien
Phu routed the French from
Indochina.
Diplomatic informants said
that as on the battle field the
Vietnamese will prove a tough
party at the conference table.

Czech Judge
Found Hanged
PRAGUE (UPD —Czechoslo
vakia’s deputy chief judge was
found hanged in a small
suburban wood today, the
government announced. Jozef
Brestansky had disappearel
Thursday after a newspaper
accused him of committing one
of the Stalin-era crimes he was
investigating.
The interior ministry said the
42-year-old vice president of the
supreme court was found in the
woods near Babice, 12 miles
west of here. Official sources
said there was little doubt he
committed suicide.
Police said Brestansky Thurs
day received a telephone call

judge had been at work on

The judge left his office
shortly before noon Thursday.
He rode a streetcar to the
center of the city and then took
a taxicab to Babice. Police said
the taxi driver was the last
person to see him alive.
The trade union newspaper
Prace said Brestansky vanished
after being summoned to an
“important” party meeting.
