tion's first statewide survey of
employe needs in publicly owned
water supply systems and pollu
tion control plants will be con
ducted by the Georgia Depart
ment of Labor.

marshal is part of a two- day
visit to Georgia, including a
guest appearance Thursday in
Atlanta at a kick-off breakfast
for Cancer Crusade workers.

Went On Trip

State $88,500
WASHINGTON (UPD—Grants
by the Office of Economic Op
portunity totaling $88,500 for
summer Headstart programs in
two Georgia counties, were an
nounced Tuesday by Sen. Her
man Talmadge, D-Ga.
Jefferson County will .receive
$70,979 for a program involving
one center, 24 classes and some
355 preschool children.
Calhoun County would receive
$17,545 for a program consisting
of six classes in one center for
some 90 children, Talmadge
said.

A safety hazard that has re
ceived very little publicity has
recently been reported by the
National Safety Council. It is the
garage door that closes by sw
inging downward, especially
the kind equipped with a built
in lift assist operated by large
springs. Such a door can come
crashing down with crippling for
ce if its suspension system fails.
Its cable may wear out and
snap when least expected.
Anyone who has a garage door
that swings upward should in
spect it for signs of rusting and
wear at the cable connections,
loose bolts or cotter pins and
bent or loose tracks. AH moving
parts should be well-lubricated
and, if the door doesn’t work
freely, you should give It a thor
ough check. Never let children
operate the door and don’t let
them play under It when it is
open.
Q — What causes bursitis? Is
there anything one can do to
prevent it?
A— The cause of this inflam
mation of the lubricating sac at
tached to a joint is prolonged,
stenuous use. It is aggravated
by injury, infection, gout and
diabetes. If it becomes chronic
it is very hard to get rid of. An
injection of hydrocortisone into
the joint often gives complete re
lief. Recurrence is prevented by
avoding or treating the causa
tive factors.

ing of the arteries, excessive use

Challenges
Three Boards

WASHINGTON (UPI) —Local
school boards in three Southern
states were challenged today in
the Supreme Court on the prog
ress of school desegregation,
particularly under “freedom of
choice” plans.
For the first time since its
momentous 1954 antidiscrimina
tion ruling, the high court is
taking an across-the-board look
at how the desegregation move
ment is progressing. The cases
come from New Kent County,
Va., Jackson, Tenn., and Gould,
Ark.
The court has been told that
in the 1966-67 school year more
than 90 per cent of the almost
3 million Negro pupils in 11
Southern states still attended
schools which were more than
95 per cent Negro.
The Justice Departmentis en
tering the cases as a “friend of
the court” on the side of com
plaining Negro parents.
About 90 per cent of Southern
schools employ “freedom of
choice” plans, under which any
student may transfer to the
school of his choice.
The department takes the
position that the plans are not
invalid in themselves and in
some circumstances might be
acceptable. But it agreed with
the Negroes that in today’s cas
es the plans unfairly put on stu
dents a burden which should be
borne by school authorities, that
of establishing a racially mixed
system.
What the plans really do, the
department said, is to “empow
er the White students effectively
to segregate the school system
by assigning themselves away
from the schools they would
otherwise be attending with Ne
groes.”
The Virginia and Arkansas
parents claim “freedom of
choice” is not acceptable if it
is unlikely to bring about segre
gation and other methods, such
as rezoning, could accomplish
the job faster.
The Tenessee complaint al
leges that Jackson City Junior
High School attendance zones
were gerrymandered to perpet
uate segregation as far as pos
sible.

rheumatoid arthritis.
There is no simple cure for this
complaint but, when it is possi
ble to identify the cause, an ef
fective treatment can usually be
found.
Maddox Praises
Madison County
ATHENS, Ga. (UPD—Gov.
Lester Maddox has cited Madi
son County as an example of
the revitalized Industrial devel
opment his administration is
seeking in Georgia.
“What is happening in Madi
son is an example of what the
Maddox administration wants to
see and is seeing taking place
throughout all of Georgia,” he
said at a Tuesday meeting of
the Madison County Industrial
Authority.
He added that the reorganiza
tion of the State Planning Di
vision and the Department of
Industry and Trade were “two
of the most decisive steps tak
en by this administration to cor
rect the neglect of the past.”
