arise from the lack of coverage
for farm workers under the
National Labor Relations Act,”
Humphrey said. He suggested
Nixon didn’t know what he was
talking about in saying earlier
that the workers should use the
law to seek their goals.
Earlier, in Los Angeles,
Humphrey accused Nixon of
“razzle dazzle, frizzle frazzle”
politics and challenged him to a
cross-country touring debate.
Nixon, in Seattle and Denver,
said the United States had
declined in power and influence
under the Johnson administra
tion from the high seas to the
nation's capital itself.
In Seattle, he called current
naval policies a “shocking de
emphasis of our national
maritime effort.”
He pledged his administration
would “re-establish America’s
initiative and thrust in innota
tive technology and science,
whether in space, weaponry or
the supersonic transport.”

been “on more sides of more
political issues” than any
politician in memory and “if
Hubert Humphrey wants to
debate anyone, he should debate
Lyndon Johnson first, and if
that doesn’t work he should
debate himself.”
Pope Under
Fire Marks
71st Birthday

VATICAN CITY (UPD—Pope
Paul VI, his authority chal
lenged as never before, was
quietly marking his 71st birth
day today.
The pontiff, who touched off a
storm in the Roman Catholic
Church by upholding the tradi
tional ban on artificial birth
control last July, planned to
spend the day working as usual.
Yellow and white Vatican
flags w’ere flying over the 108.7-
acre papal state. The Pope’s
two brothers, Francesco and
Ludovico Montini, were drop
ping in with a few members of
their families to see him in the
afternoon.
But apart from that the Pope,
as on past years, planned no
special celebrations. Vatican
sources said his schedule was
that of a normal day—getting
up at about dawn, saying mass
in his private chapel and then
working on church papers and
giving private audiences.
The birthday came at a time
when the Pope has suffered a
series of setbacks in political
and religious activities.
His years-long efforts to end
the Vietnam v..r do not appear
to have brought peace any
closer.
In fact, the Pope’s public
references to Vietnam have
become more and more rare in
recent months, possibly for fear
they might be construed as an
interference in the Paris talks
or in the U.S. presidential
election.
His appeal for an end to
bloodshed in Nigeria and other
parts of the world have likewise
been fruitless.
His birth control encyclical in
July brought angry reactions
from church liberals who had
hoped for an easing of the
traditional ban, and only
qualified support from a num
ber of national hierarchies.
Disputes over the subject are
still raging in many places,
including Washington, D.C.,
where Cardinal Archbishop Pa
trick Louis O'Boyle has taken
disciplinary action against dis- i
senting priests.

Who Needs Enemies?

WASHINGTON (UPD—There
:is little comfort for anyone in
what President Johnson’s com
mission on national violence has
heard so far.
Boiled down, it is this: you
, are safer in New York’s vast
, and shadowy Central Park at 4
a.m. than in your own bed,
safer in a crowd or alone with a
: stranger than with your friends
■ or relatives.
That is the picture that has
. emerged thus far in testimony
■ from law enforcement specia
lists.
Today the panel turned to
professionals in the clinical
aspects of human behavior,
psychiatrists and criminologists.
They included Dr. Joseph Satten
of the Menninger Clinic in
Kamas and Leon Radzinowicz
of the Institute of Criminology i
at Cambridge University.
Prof. James Vorenberg of the
Harvard Law School told the
investigators Wednesday two
thirds of the nation’s murder
and rape victims were friends
or former friends of their
assailants.

Katzenbach agreed, “You are
safer from murder at 4 a.m. in
Central Park than you are at
home in bed.”
Katzenbach was chairman
and Vorenberg was executive
director of Johnson's crime
commission, which has now
passed out of existence. Both
wished the violence commission
more success with its efforts
than their commission had.
“Most murders, rapes and
aggravated assaults are com
mitted not by strangers but by
friends, relatives or acquaintan
ces,” Katzenbach testified.
“The rate of anxiety has
probably gone up faster than
the crime rate,” Katzenbach
said. But he said he believed
the wrong people are anxious.
Poor Hit Harder
Suburban dwellers tend to be
most concerned about crime
while the crime commission
report showed “It Is not the
well-to-do who most often fall
victim to crime, it is the poor
and the slum dweller.”
Figures showed persons earn
ing under $6,000 are considera
bly- more likely to become
vfctims of rap, robbry or
burglary.
Katznbach said the fears of
middle-income earners and the
affluent may stem In part from
the publicity given to attacks on
prosperous members of a
community, particularly if the
crime has racial or sexual
overtones.
On the subject of civil
disorder, Katzenbach said small
numbers of agitators are
infiltrating massive peaceful
demonstrations seeking to turn
policemen into “instruments of
violence and repression.”
He said: “We have seen and
will see more efforts of small
groups of agitators mixed in a
large and peaceful demonstra
tion to so enrage the police that
they strike out at innocent and
guilty alike.”
The police would be foolish to
accommodate them, Katzenbach
added.
The name cantaloupe comes
