Moon Can’t
Substantiate
Prison Charges
ATLANTA (UPI) — A State
Board of Corrections investigat
or raised doubts Tuesday about
charges made against conditions
at the Troup County prison
branch.
Investigator Jake Moon said
he Interviewed a dozen inmates,
plus four former convicts, and
he said they told him nothing
which would substantiate the
charges.
The allegations were printed
about two weeks ago in the At
lanta newspapers. Moon said
the whole matter arose because
of “disgruntled politicians and
inmates known to be trouble
makers.”
He said he found the camp
“unusually clean” and said
many of the inmates were ac
tually complimentary of condi
tions at the prison.
Moon made his findings pub
lic at the request of Troup
County Warden Charlie Whitak
er, who Tuesday denied all al
legations against his operation
and said he had “nothing to
hide.”
Moon’s investigation was in
contrast to an earlier tour of
the camp made by a subcom
mittee of the governor’s Citizens
Penal Reform Commission,
which reported to Gov. Lester
Maddox that conditions at the
camp required a “full - scale”
investigation.
Kindergarten
Pilot Program
For State Urged
ATLANTA (UPI)—A legisla
tive study committee said Tues
day there was an "urgent need”
for kindergarten programs in
Georgia, and recommended a
$3 million pilot program for a
statewide kindergarten to the
legislature.
The committee on the Care
and Training of Pre-school Chil
dren said it realized a statewide
kindergarten program is finan
cially impossible at present.
But it said the pilot program
it has recommended would
prove so successful the public
would “demand” to have it ex
panded.
"Without some type of pre
school education, the rural and
urban areas of Georgia will con
tinue to breed conditions that
are unsuitable for academic
progress,” the committee's re
port said.
It said kindergarten training
decreases school dropouts by
preparing students to absorb
more knowledge as first grad
ers.
The committee also recom
mended studying the possibili
ty of lowering the compulsory
school attendance age from sev
en to five.
Food Shopping
Guide

nation’s food buys for the
weekend was prepared by the
U.S. Department of Agriculture
and Interior for United Press
International.)
WASHINGTON (UPD-The
Agriculture Department’s ser
vice reports that weekend food
shoppers will find ample stocks
of meat, vegetables, and fruit in
food stores and supermarkets.
Displays of broiler - fryer
chickens and turkeys should be
more than sufficient to meet the
necdj of all shoppers. Supplies
of pork continue to be ample
with most areas featuring
bacon, Boston butts, and the
usual fresh cuts. Smoked
picnics and spareribs may be
featured in some areas. Beef
cuts in the abundant category
are ground, roasts, and steaks.
Seafood buys to watch for are
oysters, canned salmon, canned
tuna, and fish fillets, according
to the Interior Department.
Fresh vegetables in best
supply in all areas are cabbage,
carrots, celery, onions, and
potatoes. Apples, bananas,
grapefruit, oranges, and tange
rines should be abundant in all
areas along with avocados in
some areas.
