PARIS (UPD— South Vietnam
today rejected direct Vietnam
talks with the Viet Cong and
pledged to walk out of any
negotiations If the guerrillas
display their flag or a name
plate in the conference room.
In Paris, South Vietnamese
Ambassador Pham Dang Lam
told newsmen his government
has decided to reject North
Vietnamese proposals that
would give the Viet Cong
Independent status in the
delayed talks.
In Saigon, Foreign Minister
Tran Chanh Thanh told his
House of Representatives his
delegation will walk out of any
talks In Paris if the Viet Cong
show their flag or display the
name plate.
Thanh also said the delegation
would take the walk if North
Vietnam refuses to “talk
seriously.” In such a case
Saigon’s delegation might come
home, he said.
The struggle over procedure
already has delayed since Nov.
6 the start of negotiations
between the United States.
North and South Vietnam and
the Viet Cong. Diplomats today

The dispute centered on the
Communists’ demands that the
Viet Cong guerrillas of South

sources said the French had
suggested a compromise on the
shape of the conference table to
get the talks they are hosting
under way. The sources said the
United States and the South
Vietnamese had agreed to the
compromise.

Suit Challenges
Mayor Daley's
TV Documentary
CHICAGO (UPD—A U.S.
District Court suit charges
Mayor Richard J. Daley with
misusing public funds in prepar
ing the television documentary
“What Trees DO They Plant?”
which defended police tactics
during the Democratic National
Convention.
The suit, filed Tuesday by the
Chicago Legal Defense Commit
tee on behalf of 13 persons, also
asked the court to declare
unconstitutional the laws under
which demonstrators were ar
rested in Chicago during
convention-week violence.
The suit charged that Daley,
Police Supt. James B. Conllsk
and other city officials be
declared personally accountable
for the money spent on
“propaganda” — the television
documentary, “What Trees Do
They Plant?” and the “White
Paper” which presented the
city’s side of police Clashes with
demonstrators.
The documentary, shown over
many television stations across
the nation, put the blame for
clashes on demonstrators it said
came to Chicago determined to
start trouble. The white paper
said 641 persons were arrested
during the trouble.
The persons who filed the suit
said they either were arrested
during the convention, were
humiliated or harassed by
police, or were taxpayers.
Among them was Sidney Lens,
co-chairman of the National
Mobilization Committee to End
the War in Vietnam, the group
which played a leading role in
organizing antl-Vietnam War
demonstrations during the con
vention.
The suit also asks that Daley,
Conllsk and other city officials
be made to personally reim
burse the city, state and U.S.
governments for funds spent on
police overtime and deployment
of military troops during the
convention.
The case was assigned to
Judge Richard B. Austin, who
dismissed a similar suit after
April riots In Negro areas
following the death of Martin
Luther King Jr. The legal
Defense Committee also filed
that suit.

TEL AVIV (UPD)—A flurry
of aerial combat and shelling
along the Arab-Israeli frontier
kept the Middle East crisis
boiling today.
In Baghdad, Iraqi President
Ahmad Al-Bakr urged his nation
to support Arab guerrillas “so
that the blazes of the battle
against Zionist invaders can
continue glowing.”
Here, former Gov. William
Scranton of Pennsylvania con
cluded visits to Israel, Jordan
and Egypt saying he thought
the chances of renewed war In
the Middle East were declining.
Israeli jets and Egyptian
MIG-17s battled above the Red
Sea Tuesday. Israel said its
pilots shot down one MIG and
sent another fleeing home,
trailing smoke from the second
dogfight since the June, 1967,
war.
Jordanian antiaircraft gun
ners reported driving off Israeli
planes from the city of Mafraq,
reportedly the base for Iraqi
jets in Jordan. Iraqi gunners
said they downed an Israeli
plane In the same area.
The flurry of combat In
Middle East skies accompanied
Israel claims that Jordanian
gunners opened up with artille
ry into the outskirts of its Kfar-
Rupin settlement In the Belsan
Valley. There were no casual
ties.
Israeli officials said the
Egypitan MIGs that tangled
with their fighters were probing
air defenses south of the Strait
of Tlran, Israel’s only access to
its port of Elath at the head of
the Gulf of Aqaba.
In Amman, Jordan said the
flight of Israeli jets threatening
Mafraq was the third Israeli
violation of Jordanian air space
in nine days.
In Beirut, 13 Arab nations
concluded an elght-day confer
ence on human rights Tuesday
and denounced Israel as a
"racist” state and urged the
United Nations to Impose

At the United Nations, a
special 126-nation political com
mittee today took up a
resolution calling on Israel to
permit the immediate return of
hundreds of thousands of
Palestinian refugees.
Israeli Ambassador Michael
Comay called the resolution
"unacceptable.” Some of the
refugees fled as long ago as
1948 when Israel was founded.
Others left during the 1967 war.
They want to return under Arab
control.

auction house collected about
$4.5 million in a three-day
impressionist art sale that
ended Thursday. Among the
highest prices paid on the final
day were $16,300 for a Van
Gogh pencil portrait of a man,
entitled “The Sower,” and
$7,680 for a pen-and-ink study of
a woman by Matisse.
