NATO Ministers Meet
Weigh Czech Problems;
Holding Talks With Russia

The 15 foreign ministers :
probably will brush aside the 1
appeal by the Communist 1
Warsaw Pact for a European 1
security conference although 1
officials think certain aspects of 1
this Soviet-bloc proposal may be
worth later exploration. ,

ed to assure NATO Allies of
close consultation with them
before entering into talks with
the Soviet Union in late spring
or early summer on limiting
offensive and defensive missile
systems.
Guidelines for talks between
NATO members and the Soviet
Union have been carefully
formulated in a 20-page do
cument by the permanent
council of NATO headquarters
in Brussels.
Sources close to the U.S.
delegation said there was
complete approval among the
NATO permanent representa
tives for the report. The report
and its guidelines stressed the
need for consultation among
NATO Allies before and after
talks with the Russians. Delega
tion sources said the purpose of
the close consultation was to
prevent the Russians from
trying to play one NATO
country off against the other.
NATO Secretary General
Manlio Brosio told a news
conference Wednesday NATO
contacts with the Russians were
envisaged not only by United
States but by smaller NATO
members.
It was expected that the
Ottawa announcement last week
that Canada will reduce its
European troops commitment
would be discussed briefly by
the foreign ministers.
But delegation sources said
detailed discussions of the
Canadian decision would take
place at the end of May when
defense ministers hold their
meeting in Brussels.
Russia Building Up
Mediterranean Fleet

MOSCOW (UPl)—The Soviet
Union, taking critical notice of
the 20th anniversary of the
North Atlantic Treaty Organiza
tion (NATO), said today it is
building up its Mediterranean
fleet to counter “war prepara
tions” by the Western alliance.
The Kremlin used the NATO
anniversary observance as a
backdrop for condemning it as
an aggressive, antidemocratic
force, for making a series of
demands on West Germany, and
for re-issuing its call for an
East-West European security
conference under Moscow’s
tutelage.
The 3,500-word government
statement, distributed by Soviet
news agency Tass and published
in Moscow’s press, coincided
with the arrival of seven Soviet
warships to reinforce the
Russians’ 30-ship fleet in the
Mediterranean.
Release of the statement was
timed with the opening today in
Washington of a meeting of
foreign and defense ministers of
the 15 NATO-member nations.
The NATO ministers were
expected to weigh the Soviet
occupation of Czechoslovakia
against the possibility of holding
talks with the Russians.
"Particularly noteworthy is
the activization of war prepara
tions in the Mediterranean
region of Europe where the U.S.
missile-nuclear fleet is constant
ly cruising,” the statement said.
"A situation fraught with the
most dangerous surprises is
taking shape in that part of the
world, and this compels peace
loving states to take the
necessary precautionary mea
sures,” the statement conti
nued, alluding to the buildup of
the Soviet fleet in the Mediter
ranean.
The fundamentals of a
European settlement, the So
viets said, involved West
German recognition of existing
European borders, renunciation
of its claims to West Berlin,
recognition of East Germany,
and the elimination of any
possibility of West Germany
ever having nuclear weapons.
The Soviets said NATO’s
recent activity made it impera
tive that all nations of Europe
meet in a security conference, a
proposal the Kremlin brought
forth originally three years ago
and recently revived at the
Warsaw Pact summit meeting
in Budapest.
The statement held NATO
responsible for almost all world
violence in the past two decades
including, by implication, Soviet
armed intervention in Czecho.
Slovakia, Hungary and East
Germany.
