Peru Faces Cut
In Aid From U.S.
Foreign News Commentary

A face-saving device has
postponed until next Aug. 6 a
major crisis in United States-
Peruvian relations.
But it is omy a postponement
and unless by that date
agreement is reached on
compensation for the $l2O
million international petroleum
company properties seized by
Peru’s military government last
Oct. 9, the U.S. by law must
take action certain to reverber
ate through the whole of Latin
America.
The Hickenlooper Amendment
of 1962 requires that the United
States cut off its aid to any
country expropriating U.S.
property and failing to take
•‘appropriate” steps toward
compensation within six
months.
It has been used only once,
against Ceylon in 1963.
Multimillion Dollar Loss
Originally scheduled to have
taken effect this April 9, it
could cost Peru around SIOO
million in loss of aid, its sugar
quota and the right to buy
$500,000 worth of U.S. arms at

U.S. rulers have refused to
budge from their position that
the company, a subsidiary of
Standard Oil (New Jersey),
owes the country more than a
billion dollars in taxes and
illegal profits against only s7l
million it is willing to pay in
compensation.
Total U.S. private investment
in Peru amounts to more than a
half billion dollars and the list
of U.S. firms operating there
reads like a “Who’s Who” of
American industry.
It includes such giants as
Ford, General Motods, Chrysler,
International Telephone and
Telegraph and ranges a gamut
from cameras to cosmetics.
Marxists Support Bern
Support for Peru’s action
comes both from the country’s
vocal Marxist left and from
wealthy landowners whose for
tunes are among the greatest in
the Americas.
The Marxists charge that the
company has been stealing
national wealth. Extensive so
cial reforms Instituted by the
company have been embarrass
ing to the landowners.
As the consequences of the
government action have come
to be realized, anti-American
sentiment has risen. But it also
has placed pressure on the
government and strong ele
ments within the military
establishment are reported un
happy over government policy.

gia Education Association has
called for a special session of
the legislature to do “a job
which must be done.”
“I realize the reluctance of
the legislators to return to the
Capitol, and I realize the re
luctance of the people to pay
for an additional session,” said

the federal government is now

the aid of cities and counties,
and urged the Georgia congres
sional delegation to support a
program of federal tax-sharing
with the governments.
Bentley said in a speech
Thursday that the 1969 General
Assembly did nothing to help
local governments financially.

past had considered legislation
to share federal revenue with

Nasser Aide Wants
Military Victory
To Boost Morale

A top aide to Egyptian
President Gamal Abdel Nasser
today pleaded for “just one”
military victory over Israel to
boost Arab morale. In Jordan,
the military cracked down on
Palestinian guerrillas who at
tacked the Israeli port of Elath.
Mohamed Hassanein Baikal,
editor of the Cairo newspaper
Al Ahram, wrote in a column
that to boost Egyptian self
confidence, the country’s forces
“should inflict an indisputable
military defeat on the Israeli
army in one military battle
just one.”
He said such a victory would
destroy the legend of Israel’s
unconquerable army and shake
the foundations of its “military
organization.” The, editor also
said an Arab victory would
force the United States to
change its Middle East policy.
Israel and Egypt forces
opened up with artillery, tanks
and machine guns along a 75-
mile stretch of the waterway
Thursday. Each side accused
the other of starting the fighting
which lasted for three hours
and 45 minutes before a cease
fire was arranged by U.K.
