Penn State
Hopes To
Head Off Unrest

UNIVERSITY PARK, Pa.
(UPD—Liko many of the
nation's campuses, the Pennsyl
vania State University has
experienced student unrest.
To aid in solving problems
that arise among students,
faculty and the administration,
Penn State established an office
for student discussions last
April 10.
Dr. Jacob Kaufman, profes
sor of Economics, was appoint
ed director of the new office
five days later.
Kaufman sees "hope” that this
new approach to student
discontent will succeed because
“issues can be handled in a
more expeditious form and
solved in the best interests of
the university.”
An Open Mind
The office was created on the
recommendation of famed labor
mediator Theodore Kheel, who
was invited to the Penn State
campus after the university
experienced a sit-in by 250
students last Feb. 24.
Kaufman said he has kept an
open mind on student demands.
Jle takes the position "any
issue is discussable.” But he
said, “a request has to have
some relevance to the universi
ty."
Kaufman views his role In
two ways—accepting requests
from students for issues to be
discussed, or rehandling re
quests which have not received
“quick and prompt response”
from other university officials.
A driving force behind
establishment of the discussion
office was Penn State President
Dr. Eric A. Walker, who has
borne the brunt of student
demands.
High Priority
Two of tho main items on
Kaufman’s agenda are a list of
demands presented to Walker
by the Douglass Association, a
group of black students, and
the demands of a student group
who want the university to
change its governing structure.
Kheel told Walker both
matters were high priority
items that should be given
Immediate attention. Kaufman
said his office went to work on
them immediately after Its
inception.
The question of changing the
governing structure of the
university was particularly
important to Kaufman.
“If this (the decisio making
operation) can be resolved,
substantive issues can then be
resolved through the governing
bodies,” he said.
While no deadline has been
set for the office to show its
effectiveness, Kheel Is return
ing to the campus at the end of
May to evaluate the program
and make further recommenda
tions. , .
Kaufman hopes to have
enough evidence by then to see
what direction the project is
taking and what chang s may
ba needed.
One sign of progress is the
way in which all the concerned
parties have acted since the
office was started.
“Kheel had expressed the
hope that all the parties would
act in away which would not
impede or impair efforts to
develop appropriate procedures
to resolve Issues,” Kaufman
said. “Every group—students,
faculty and administration —has
met this hope.”
Not all faculty members are
pleased with the creation of the
office but Kaufman said he can
understand their feelings.
“University faculties take a
great pride in their ability to
resolve issues through rational,
logical discussions. The opening
of this office may have the
implication that these discus
sions are not taking place and
the faculty may be unhappy to
adm.t this.
••But I say look around the
country. . .not everything is
fine. I am willing to put in
whatever efforts I can to
prevent happening at Penn
State what has happened at
ether campuses.”
