Urban Solons Snub
Maddox Tax Feeler

ATLANTA (UPI)—A group of
urban legislators have snubbed
a feeler from Gov. Lester Mad
dox on a compromise sales tax
plan and turned thumbs down
on a special session of the gen
eral assembly.
Some 20 members of the
steering committee of the Ur
ban Caucus met in called ses
sion Wednesday and discussed
the governor’s new tax pro
posal for about two hours.
But after hearing the details,
they agreed with Rep. Mike
Egan of Atlanta who said “I’m
opposed to this body taking any
action that could be construed
by the governor as encouraging
a special session. Therefore I
move that we adjourn.”

turbed over the action, however,
and hinted stronger than ever
that he would call a special ses
sion, probably in early June.
“The meetings are explora
tory,” Maddox told reporters.
“They are bearing fruit.” And
he said he probably would name
a definite date for a special
session, if he calls one “about
the middle of next week.”
Earlier in the day the gover
nor did get some encourage
ment for a special session. Dr.
Carl Hodges, executive director
of the Georgia Education Asso
ciation, said the group will con
tinue to push for one “if there
is a reasonable hope that it
would meet education’s needs.”
Hodges said the GEA posi
tion, however, does not indicate
support for any specific tax
, plan of the governor’s.
Maddox wants to increase
state sales taxes by 1 per cent
to raise an estimated SIOO mil
■ lion annually for local govern
ments and schools.
Under his plan turned down
by the legislature during the
regular session, the money
would have been re-distributed
directly to the local units.
But under the compromise
presented to the urban legisla
tors, that would be changed to
give S2O million directly to the
Education Department to be
distributed under its Minimum
Foundation Program and the re
maining SBO million going to
cities, counties and local school
systems.
The tax increase also would
be on a local option basis, but
would go statewide after it was
, approved by counties containing
■ 41 per cent of the stae popula
, tion.
Rep. Egan questioned the le
gality of turning funds over to
a state agency which were col
lected by local sales taxes.
