CSA Figures Juggled, Proxmire Says
WASHINGTON (UPI) —Sen.
William Proxmire, D-Wls., said
today the Air Force juggled
figures in an effort to hide the
soaring costs of the giant CSA
cargo plane.

said in a prepared Senate
speech.
He placed in the Congression
al Record an Air Force briefing
document that explained how
costs would be allocated for the
Lockheed Jet —now estimated at
$5.2 billion.
The document showed $386
million of the price of run B, a
second order of 62 planes, was
switched to the price of rim A,
the initial order of 58 planes.
“This allocation provides for
spreading cost incurred through
the repricing formula against
run A aircraft,” the document
said. ‘‘This technique is used to
avoid the appearance of excess
profit for run B aircraft.”
Proxmire said: “The Air
Force, according to its own
documents, juggled the figures
in order to try to hide as much
of the huge cost overrun on the
CsA’s first run as possible.”
Proxmire also said the
document demonstrated that
the Air Force now expects the
CSA to cost $5.2 billion, ‘‘almost
$2 billion more than their April,
1965 estimates.”
Air Force Secretary Robert
C. Seamans Jr., said Wednes
day the plane will cost only
about SSOO million more than
revised estimates.
He said the $5.2 billion figure
includes SBOO million in space
parts and other costs not
considered in the $3.1 billion
estimate made in 1965. He said
the earlier estimate was for a
smaller plane which the Air
Force scrubbed in favor of the
larger CSA.
Proxmire said the Air For
ce’s decision to go ahead with
run B saved Lockheed hundreds
of millions of dollars in
penalties.
Rural Development
Center Planned
TIFTON, Ga. (DPI)—A Rural
Development Center will be es
tablished here by the University
System of Georgia.
Dr. H. F. Robinson, vice chan
cellor of the university system,
said the center will be designed
“to promote full and accelerat
ed development of farms and
forests and of other economic
potential of the people of Geor
gia’s Coastal Plain area.”
Dr. S. E. Yountz, now vice
president of the American Po
tash Institute, will head the cen
ter, effective July 1.

The Federated Garden Clubs of Griffin will present
their annual spring flower show tomorrow and Sun
day from 1 till 5 p. m. in the main lobby of the Com_
mercial Bank and Trust Company. The theme will be
