VASCAR Is Watching
VASCAR has become the silent
and unseen enemy of the speed
ing motorist in Oeorgia. Two of
the units have been installed in
automobiles assigned to the Or.
iffin State Patrol Post.
Trooper Larry Shivers has
been certified to operate one of
the units. Other troopers are tr
aining for certification and soon
will be operating units.
What is VASCAR? This is the
question most often asked by the
motorist who is stopped for
speeding. He knew he did not
see a State Patrol car and did
not hear anything.
VASCAR is a computer unit
used to check average speed
for a certain length of time in a
certain distance. It can be used
to compute the speed of any ve
hicle that can be seen and where
two points for distance can be
spotted.

Trooper Shivers demonstrated

pressway.
Pulling within about a quarter
of a mile of a car within the city
limits, he checked its speed. He
established a point to begin the
check and one to end it.
As the car passed the begin
ning point, he flipped the time
switch on the dash panel of the
unit. When the patrol car pass
ed the point, the distance switch
was turned on.
When the switches are flipped,
the time and distance are locked
in the computer.
As the car being checked pass
ed the point to end, the time
switch was cut off. When the pa
trol car passed, the distance sw
itch was turned off.
The average speed of the car
being checked was flashed im
mediately on the dash control
panel. The car being checked
was running 53.7 miles per hour,
8.7 miles above the speed limit.

of the highway to demonstrate
how cars could be checked
crossing the front of the patrol
car.
He said the unit can be used
any where two points can be es
tablished for starting and stop
ping the check and where the
auto being checked can be seen.

Gresham Skrine will be conduc
ted Sunday afternoon at 2:30 at
the chapel of Pittman-Rawls Fu
neral Home.
The Rev. A. C. Stephens will
officiate. Burial will be in Oak
Hill cemetery. The body is at
Pittman-Rawls Funeral Home.

ty Hospital.

VASCAR can oe usea in a
moving automobile, it shows and
holds the speed of the car being
checked.
For radar to be effective, the
car making the check must be
stopped. When the speed check
is made, the meter on the ra
dar unit Jumps to the speed of
the car being checked and drops
back. The VASCAR panel con
tinues to hold the speed in the
dash panel until it is cleared.
Trooper Shivers said there are
numerous things that can be us
ed to established the two points
needed for the VASCAR opera
tion. He said a good one is to
watch the shadow of an automo
bile pass a sign, utility pole or
driveway.
Trooper Shivers said one ad
vantage of VASCAR is that the
driver of the car being checked
doesn’t know that he is being
checked. Usually the drivers
tend to wonder where the troop,
er came from, he said.
He said there has been little
complaint from speeding driv
ers nabbed with the VASCAR
unit. “When you tell them that
you can show them the speed
they were traveling at a certain
point, they don’t argue or com-’*
plain,” he said.
There is no argument against
it, Trooper Shivers said. It is not

Report Accuses
Columbus Police
Os Corruption
COLUMBUS, Ga. (UPI) _ t
Muscogee County grand Jury re
port Friday said there was wide
spread corruption within the
Columbus police department,
but gave the office of Dist. Atty.
William B. Skipworth a clear
bill of health.
The report was presented to
Superior Court Judge J. Alvin
Davis, who last month ordered!
the grand jury to investigate the
police department and the dis
trict attorney’s office.
It charged that open gambling
operations existed within on (!
block of police headquarters and
said the situation was the re
sult of an extensive breakdown
in law enforcement by the vice
squad.

rol car. It works on the principle
of time and distance.
It makes no difference if the
patrol car speeds up, slows down
or goes the same speed during
the check. The car ahead, be
hind or to the side is the one
being checked on speed and
time.
Another advantage of VASCAR
over radar. Trooper Shivers said
is that it gives an average speed
and not a speed at one certalu
point.
The unit can be used to check
speeds within a distance of no
less than one-tenth of a mile and
no more than six and one half
miles. However, most of the
checks are made with the patrol
car following the car being
checked.
“Most people driving on 1-75
have a tendency to drive a few
miles an hour above the speed
limit. VASCAR pinpoints their
average to within a tenth of a
mile per hour,” Trooper Shiv
ers said.
There has to be some toler
ance on speed, he said. He said
it would keep someone busy
writing if every driver running
over 60 miles per hour were
stopped. Some are only a few
tenths over and others a few
miles.

VASCAR cannot be fooled by
the speeding motorist, even if he
slows his vehicle in the check
zone.
“Say a car is running 80 miles
per hour at the start of the check
and slows to 60 during the check
zone. His average speed in the
zone will be 70 miles per hour,”
Trooper Shivers said.
Convictions of motorists cau
ght speeding by VASCAR have
been nearly 100 percent.
“VASCAR is not operated by
the State Patrol as a speed trap
measure,” Trooper Shivers said.
It is being used as a more mod
ern and effective means of cat
ching the speeding motorist.
There are three major com
ponents of the computer unit—
the dash panel, the computer
module and the distance check
which is mounted on the back of
the speedometer.
The distance check is used
only to check distance and in no
way relates to the average com
puted speed of the car being
checked.
