New Group Works
On Rural Housing

WASHINGTON (UPI)-For
the first time in recent history at
least, a group of people have
banded together to work on the
housing problems of rural
America.
Whether this particular group
at this particular time succeeds is
problematical. What is important
is that the group, the Rural
Housing Alliance, is focusing
much needed attention on a
pressing housing problem.
The Rural Housing Alliance
(RHA) is a non-profit group set
up to marshal private and public
aid for the housing needs of the
rural and often forgotten
portion of the nation.
The job ahead is a big one.
According to an RMA survey,
“rural areas and small towns
account for only 43 per cent of
the households, but for almost
60 per cent of those in the
bottom income group.”
Rural homes account for
two-thirds of the substandard
housing of the nation and serve
as homes for three-fourths of the
nation’s poor, the report added.
“Most important, from a
public policy standpoint, more
then 90 per cent of substandard
housing in rural areas and small
towns was occupied by
households with incomes below
$6,000,” the survey continued,
adding that it would be a
“hoax” to plan improvements
without large injections of
public funds.
Seek Aid
The leaders of the RHA are
faced with a problem of where
to start asking for aid. At
present, most rural housing
programs are administered with
the Farmers Home
Administration, attached to the
Agriculture Department and
dependent for funds on the
unsympathetic agriculture
committees.
“We’ll have to stay with the
Agriculture Department, I
guess,” one spokesman said. “At
least they know about rural
housing. At least we wouldn’t
have to fight to make ourselves
heard like we would if the
program were shoved over to
HUD.”
HUD is the Department of
Housing and Urban
Development and the RHA has a
wary skepticism ' about how
much sympathy or help from an
agency with the limiting goal of
“urban development.”
“Frankly, I am afraid we
would get squashed at HUD,”
the spokesman said.
So the RHA has started
charting its course with a
massive conference to outline
goals, priorities and sources of
possible support.
