major collision with President
I* Nixon on funds for education
and health.
The Senate and House were
expected to approve the sine
die —session ending —resolu
tions to bring the first half of
the 91st Congress to a close.
Congress plans to reconvene
Jan. 19.
Left to the President’s
discretion were two major
l measures —the tax-reform, tax
cut, Social Security increase
bill and mine safety legislation
—which some members feared
President Nixon might veto.
The betting was the Chief
Executive would sign both.
Compromise Bill Remains
The only legislation remain
ing was a second attempt to
write and get through both
houses a compromise bill
relaxing restrictions on trade
with Communist nations.
An earlier compromise was
rejected by the House which
requested a new negotiating
session. The present law
expires at the end of the year.
But Senate Democratic Lead
er Mike Mansfield kept captive
the |19.7 billion HEW appropri
. ation bill, which Nixon pledged
to veto. Mansfield plans to have
the Senate approve the bill next
year, forcing Nixon to veto the
measure and giving Congress a
chance to override the rejec
tion.
Also left stranded was an
|1.86 billion foreign aid appro- •
priations bill which the Senate
refused to accept because it
contained funds for a squadron
of jets for Taiwan. Veteran
members of the Appropriations
Committee said they could not
recall Congress adjourning for
the year without providing new
funds for an agency.
Roadblock Eliminated
The last roadblock to ad
journment was eliminated late
Monday night then the Senate
reversed itself and dropped its
proposal to outlaw the so-called
“Philadelphia Plan” designed
to get jobs for Negroes in
industries with government
contracts.
In other action:
—The Senate passed and sent
to the House a bill that would
repeal the government’s power
to establish concentration
camps during national emer
gencies. The power was granted
the government in 1954 at the
height of the McCarthy era.

Israeli Police, Troops
On Duty In Holy Land

mas 1969 in the Holy Land will
be observed under the watchful
eyes of Israeli police and army
troops, ready for Arab guerril
las to make good their promise
to cause trouble.
The electronic age, in the
form of closed circuit televi
sion, will help Israeli authori
ties keep a constant watch on
the crowds expected to pour
into this small town in the
Judean hills.
Israeli engineers with mine
detectors have been moving
along the road the Wise Men
once took bearing gifts of gold
for the Prince of Peace. They
are looking for Jordanian mines
planted beside the road during
the 1967 war.

hem. Throughout the Christmas
period, entry to Bethlehem is
by permit only.
Concrete pillboxes manned by
Israeli troops have been set up
on the approaches to the town
and in Bethlehem itself. Two
command posts have been
erected on roofs —one on an
Arab shop selling Christmas
souvenirs.
The intermittent warfare that
has gone on ever since the 1967
conflict has sharply cut down
the number of tourists who
make the Christmas pilgri
mage.
“Things are not what they
used to be,” is a phrase
repeated over and over by
Bethlehem’s Arab traders.
“The fighting makes people
frightened to come here,” said
one merchant.
