World Coin Market
Canadian Commemorative
Dollar
The 1939 silver dollar is
one of the few commemo
rative pieces issued by the
Dominion of Canada and the
last silver coin struck be
tween 1939 and 1945 at the
Royal Mint. It was minted in
honor of a visit to Canada
that year by King George VI
and Queen Elizabeth.
The obverse, bearing the
likeness of the late king, is
not unlike all dollars issued
during his reign, but the re
verse is unusual when com
pared with other Canadian
designs in that, for the first
time in her history, Canada
pays tribute to the entire
block of Parliament build
ings in Ottawa.
In spite of the fact that
this particular piece was
coined in the largest quan
tity of any dollar until 1958,
Charlton’s 1970 “Standard
Catalogue of Canadian
Coins, Tokens and Paper
Money” lists it at $4 in very
good condition, $7 in very
fine and $lB for an uncircu
lated specimen. No proofs or
prooflike coins were issued
in 1939.
Foreign Coins Prohibited
in the U.S.
Coinage issued as a circu
lating medium or for pur
poses of commemoration by
Red China, North Korea,
North Vietnam or Cuba may
not be imported into the
United States no matter how
acquired. This is a ruling
handed down by the Office
of Domestic Gold and Silver
Operations of the Treasury
Department.
Tourists, returning service
men and their families
would be well-advised to con
sider the following in the
event such pieces fall into
their possession:

PERSONAL FINANCE
Can Wall Street Be Wrong
About 'the Little Guy'?
By CARLTON SMITH and
RICHARD PUTNAM PRATT
It appears that, for once,
the amateurs and the little
fellows have been doing
something right. In this pe
riod of gloom, occasioned by
one of the worst market
slumps in years, one large
group of them, at least, has
been doing the smart thing.
This is contrary to all the
rules. It is written in the
gospel as received on Wall
Street that the little guy is
always wrong. Not some
times, or usually, but al
ways. There are hard and
fast rules based on this. For
example, the odd-lot ratio.
Since “the public,” as you
are known in the Street, gen
erally buys stock in “odd
w/ fe f
&
Pratt Smith
lots” of less than 100 shares
at a clip, you can tell how
the public feels about the
market by watching the fig
ure, published daily, which
shows how much of the day’s
trading consisted of odd-lot
in any metal other than gold
except that the acquistion or
importation of any coins of
any metal issued by main
land China or North Korea,
or any coins which were held
in either of these areas on
or after Dec. 7, 1950, is pro
hibited under Foreign Assets
Control Regulations.
“Similarly, the acquisition
or importation of any coins
of any metal issued by North
Vietnam on or after May 5,
1964, is prohibited under For
eign Assets Control Regula
tions. In addition, the impor
tation of coins issued by
Cuba at any time, or any
coins which were held in
Cuba on or before Feb. 7,
1962, is prohibited under the
Cuban Assets Control Reg
ulations.
“Both the Foreign Assets
Control Regulations and the
Cuban Assets Control Regu
lations are administered by
the Office of Foreign Assets
Control in the Treasury De
partment. Transactions pro
hibited under these regula
tions may not be engaged in
in the absence of a Treasury
license.”

sales. When the ratio is in
creasing, indicating that
small investors are in a buy
ing mood, then the market
is headed down, says the
rule — simply because “the
public” has to be wrong.
The professionals, during
the disastrous year of 1969,
of course, were selling. The
absence of buyers is what
drives prices down to levels
such as we now have — the
lowest in six years. And,
sure enough, the public has
been acting as contrary as a
mule. But, in one respect, at
least, a smart mule.
“One of the few encour
aging signs of 1969 was the
way sales and redemptions
of mutual fund shares held
up,” says Dr. Harold Oberg,
vice president of Arthur Lip
per Corp, and director of its
mutual fund research.
per, an institutional broker
age firm, furnishes elabo
rate computerized studies, to
the trade, on mutual funds
and their performance.
Mutual fund investors,
Oberg writes in a British
financial publication, bought
more shares than they re
deemed, or sold, in every
month of 1969. “Individual
investors were thus making
long-term commitments at
reduced prices,” he ob
serves, “and taking advan
tage of the dollar-cost aver
aging principle.”
