Consumers Are Gloomy—
And Maybe That's Good

If your husband has been
grumpier than usual of late,
with a tendency to aim kicks
at waggy-tailed dogs and
complain about the meals,
blame it on the economy.
If your wife has been snap
ping back at you, yelling at
the children and slamming
doors — it’s not you, it’s only
the State of the Union.
Consumers are currently
a glum, gloomy group, de
pressed in spirit and ner
vously apprehensive about
the future.
The National Consumer Fi
nance Association has pulled
together from a number of
sources some of the pieces
of the picture:
There is the Index of Con
sumer Sentiment, calculated
by economists at the Univer
sity of Michigan’s Survey
Research Center. It’s a
measurement, based on sur
veys and questionnaires, of
consumer spending and
plans for spending. It shows
that most of us are keeping
our pocketbooks tightly but
toned up.
The index took an “un
usually sharp drop” in the
final quarter of 1969, to a
level more than 20 per cent
below where it stood four
years ago, in February, 1966.
With good reason.
Inflation boosted consumer
prices 6.1 per cent during
the year. Viewed in terms
of declining purchasing pow
er of the dollar, it means
that for every SI,OOO of in
come you now earn, $57.50
has just disappeared into
thin air.
As a consequence, although
personal income increased
nationally during the quar
ter, by a trifle more than 2
per cent, we consumers ac
tually had less “real money”
to spend. If you’ve been feel
ing poorer while earning
more, that's the explanation.
The volume of installment
credit sales has dropped off.
Figures on personal savings
show they’re up slightly—in
dicating that consumers are
spending less, and putting
more away, like squirrels
preparing for a hard winter.

street quarterly survey of
businessmen’s expectations,”
the NCFA reports. After
seven years of unbroken
optimism, executives now
foresee the least favorable
business climate since 1963.
“Growing gloom shows up
most dramatically,” says
the NCFA, in the Sales Opti
mism Index. It’s a measure
of expected sales gains
versus sales declines. The
index has plunged to a seven
year low.
Plans for home buying
have been declining since the
spring of 1969, and “the
latest reading is off sharp
ly.” Small wonder. Toward
the end of the year, the
national average rate on con
ventional mortgage loans
had climbed to 8.12 per cent.
Does all this leave you
feeling even more depressed
than you were? Are you con
vinced that you had better
batten down the hatches,
spend less, save more?
If so, good for you. That’s
just what the country needs
—less exuberance and more
pessimism. The only thing
that will break the back of
inflation, the real villain of
the country’s economic
troubles, isacutbackin
frantic spending by con
sumer, businessman and the
federal government — espe
cially the latter.
So let’s all cheer up
(though not too quickly) be
cause everybody is now so
glum that we should all feel
quite hopeful about things
. . . maybe.
