Soviet Teeters on
Mideast Tightrope

Will Russia intervene directly—with troops or fliers —in
the Arab-Israeli conflict? Egypt is considering “this deli
cate question,” President Nasser said in his latest inter
view.
But according to some East European diplomats in a
position to know, his request for direct air support was
already turned down by the Kremlin leaders despite their
repeated promises of “necessary” help for the Arab coun
tries.
Nor are they eager to supply Nasser with Russia’s more
sophisticated weapons, including MIG-23 fighter planes that
may be destroyed or captured by Israel.
“How much further can Moscow go in handing over mili
tary secrets to Israel and America, of course, because of
the incompetence of its Arab allies?” one diplomat asked.
There is also growing fear in the Kremlin that the Middle
East is fast becoming a “Soviet Vietnam.” Egypt, Mos
cow’s most expensive client, is increasingly seen by
Russia’s Warsaw Pact allies in East Europe as a “grave
yard” of money and material invested and prestige for
feited.
Moreover, Israel has shown that Russian weapons and
Soviet-trained troops are no guarantee of victory in the
Middle East without the Red army’s direct intervention.
However, it is considered unlikely that the Kremlin’s
strategists will send fliers or troops to the Middle East
even as “volunteers”—as long as they confront a hostile
and belligerent Red China in the Far East.
By now the Russians are aware that Israel is no Czecho
slovakia. With their very existence in jeopardy, the Israelis
will not submit without a fight. And the Red army has
never relished the risk of war on several fronts.
The Kremlin leaders are thus forced to balance them
selves precariously on a political tightrope.
They cannot stand by and watch their Arab allies de
feated and their costly arms destroyed or captured a sec
ond time. But neither do they want to risk a major con
frontation in which the United States might become in?
volved.
“The unimaginative men in the Kremlin still believe that
they can browbeat President Nixon into accepting their
one-sided solution of the Arab-Israeli conflict,” said the
diplomat quoted earlier. “But despite their threats and
posture of toughness, they are leading from weakness and
not from strength.”
The diplomat was obviously reflecting the views of some
East European Communist countries which are reportedly
urging Moscow to agree to the U.S. proposals for restoring
the cease-fire renounced by Nasser and limiting arms ship
ments to the Middle East.
This is especially true of Yugoslavia and Romania which
are members of the Soviet-dominated Warsaw Pact alli
ance.
The leaders of both countries are now trying to mediate
between the Arabs and Israel.
Yugoslavia’s President Tito, who broke diplomatic rela
tions with Israel following the outbreak of the six-day war
in 1967, is not likely to be seen as an impartial mediator by
Premier Golda Meir’s government. But Romania is the
only Communist country maintaining relations with the
Arab states and Israel.
Perhaps little Romania will succeed where the Big-Four
powers have failed. However, it is the consensus of spe
cialists on communism that the best way to enlist the
Russians’ help in cooling the Mideast is to convince them
that Nixon means business—that he is firm in his policy
not to negotiate away the basic rights and interests of
either the Arabs or Israel.
Undoubtedly, the Russians are in a difficult position
especially now that their Chinese rivals have expressed
support for Nasser.
Nevertheless, there is some evidence that the financial
losses and moral defeats sustained by Moscow in the Mid
east since the six-day war are making the Kremlin leaders
think again before taking on new commitments.
Joint Soviet-American pressure for the restoration of the
cease-fire could be the first step in answer to the threaten
ing situation.
