Carter seeks changes
in laws on explosives

ATLANTA (UPI)-Gov. Jim
my Carter said Thursday he
will seek help from the General
Assembly, and then if necessary
from the federal government, to
change Georgia laws regarding
the transportation of explosives
on state highways.
Carter made the statement at
a Capitol news conference at
which he also announced a new
tourism program and said he
hopes to develop a plan this
this year that will “do away
with the institutionalizing of
mental health patients.”
The governor’s comments on
transportation of explosives
came as a sixth person died in
a Carrollton hospital from in
juries suffered last Friday when
a truck carrying 400 cases of
dynamite exploded near Waco.
Carter said he thought the
truck’s transporting of dynamite
and dynamite caps together was
illegal, but earlier this week fed
eral officials said the truck was
not violating federal laws.
“It seems to me as a layman
that the law was indeed violat
ed,” the governor said. But he
added that regardless of
whether the law was violated, it
needed to be changed. He said
he would introduce legislation
to amend state statutes if
possible, or in any case, “I will
ask the federal transportation
department to change its
regulations.”
“Waco might very well serve
as an example for us all,” he
said.
On the matter of mental
health, Carter slapped the wrist
of the Department of Health,
but denied charges that he had
ever advocated a separate de
partment for mental health in
Georgia.

the institutionalizing of mental

not been the drift of the health
department up to this time,” he
said. “We’ve got a long way to
go in mental health in Georgia,
and I hope to come up with a
comprehensive plan this year.”
He said he favors giving more
authority within the department
to the mental health director.

ing out packets to tourists, with

Carter said he hoped the kits
would encourage safe driving as
well as make visitors feel more
welcome.
On another subject, the gover
nor denied charges made earlier
by state Sen. Ronald Adams of
Brunswick that the late Long
County politicalbossßalph Daw
son was not being “harrassed”
by federal investigators before
his death last Saturday.

Cong take town
PHENOM PENH—Hundreds of Viet Cong overwhelmed
a Cambodian unit and captured the district town of Srang,
southwest of Phenom Penh for the third time in less than a
year.
In neighboring South Vietnam, North Vietnamese and
Viet Cong gunners stepped up attacks against allied
positions along the Demilitarized Zone.
13 held in Cuba
MlAMl—Thirteen Americans are being detained in
Cuba for alleged illegal entry into Cuba. Eight of them
face a revolutionary tribunal to decide their fate.
Radio Havana gave the first accounts of the arrests
Thursday. It linked them with the conviction of four young
Cuban fishermen this week in Key West. They are serving
six months in jail in lieu of SIO,OOO fines. Cuba called the
sentences one “of so many disgraceful chapters in the
history of that (U.S.) imperealist country.”
Arabs attacked
Guerrillas attacked Arab civilians leaving the occupied
Gaza Strip for their jobs in Israel today, killing and
wounding a number of them. The commandos threw two
grenades at Arabs waiting for buses in central Medina
Square in Gaza town. A third grenade exploded on a
packed bus near Deir El Balah refugee camp. At least two
Arabs were killed and 66 wounded.
Crackdown on ads
WASHINGTON—Consumers will be given access to the
facts or fantasies behind advertising claims under a new
Federal Trade Commission policy.
The FTC announced it would require major advertisers,
beginning with car makers, to disclose the tests or other
data behind ad claims.
The FTC said it would make the data public.
If the data fails to support the claims, the FTC said it
would charge the firms with false advertising.
Trade ban lifted
WASHINGTON-President Nixon has lifted the
embargo on trade between the United States and Red
China on some items. The president is convinced this may
be a means of restoring communications with Red China.
Sergeant guilty
HUNTSVILLE, Ala.-M-Sgt William E. Higdon was
sentenced to a dishonorable discharged and a fine of
$25,000 Thursday by a military jury which convicted him
of accepting kickbacks and misappropriation of funds
while operating an enlisted men’s club in Vietnam.
Higdon faces federal court trial in Los Angeles in the
wake of a congressional probe of alleged corruption in the
military club system.
Pollution
pact okayed
WASHINGTON (UPI) - The
Environmental Protection Agen
cy said Thursday it had reached
agreement with the city of At
lanta and two other cities to re
duce municipal pollution of the
Chattahoochee River and Lake
Erie.
The agreements followed a
Dec. 10 warning from the EPA
and five months of negotiations.
The EPA had charged Atlanta,
Detroit and Cleveland with vio
lating federal-state water
quality standards.
As a result, Atlanta soon will
take bids for the first of two
sewage treatments facilities to
treat waste flowing into the
Chattahoochee. The cost will be
approximately $62 million.
William D. Ruckelhous, head
of the federal agency, said the
city should complete its treat
ment facilities within two and a
half years. The cost will be
diared by the city and the fed
eral government.

WEST CHESTER PENN. — John Hulme, a cement con
tractor in West Chester, is given some dubious help from
three-year-old Jimmy Hargy and his toy truck.
Juveniles
are held
in vandalism
Griffin Police have cleared up
several cases of vandalism,
which have been occurring dur
ing the past several weeks, with
the pick up of six juveniles,
ranging in age from seven to 11
years.
Yesterday detectives were
called to the Quilley street ball
park, which is being con
structed by Newton Coal and
Lumber Co. Tar and bags of
cement had been poured in the
dugouts.
The officers investigated and
found that three boys, seven,
nine and 11 years of age were
responsible. They also found
that three more juveniles, all 10
years old, had broken window
panes out of several houses in
the North 12th and Hallyburton
street area. Several property
owners had reported in May and
as late as last Saturday that
windows in vacant houses were
being broken.
The six juveniles were releas-
ed to the custody of their
parents.

in Los Angeles County, a
Senate subcommittee was told
Thursday.
The figures were presented to
a subcommittee of the Senate
Public Works Committee which
is investigating charges federal
officials failed to respond
promptly to the need of quake
victims.

—Oswald the Ostrich has
passed his metal detector test.
He does not, as feared, have a
stomach full of scrap metal.
But he does have a broken
heart.
Zoo officials called on army
experts to run a sensitive mine
detector over him when he
developed a stomach upset soon
after his girl friend, Emily,
died last week.
But after a 20-minute examin
ation Wednesday, Oswald was
pronounced free of metal. Then
zoo officials decided Oswald
was actually love sick.
“We will get a female ostrich
as soon as possible,” said
Martin Lacey, zoo director.
