safety of the Saigon govern
ment ahead of rescue of the
POWs.
Six women, calling them
selves “Families For Imme
diate Release” and claiming to
represent many families
besides themselves, appealed to
Nixon in a letter delivered to
the California White House last
week.
Mrs. Philip Culbertson, Mc-
Lean, Va., one of the signers,
said “we intended it originally
to be a silent plea for help, but
when we saw that the talks
were not going well, we decided
to speak out."
The letter pointed out that
the Communist proposal offered
release of all American POWs
simultaneously with a total U.S.
withdrawal by year’s end and
coalition government in Saigon.
The women said they feared
the administration might reject
the Communist offer, sacrific
ing the POWs to prop up the
pro-American government in
Saigon.
“We feel our government’s
obligation to the American
prisoners now should take
precedence over its obligation
to the government of South
Vietnam,” the letter said.
The women said the adminis
tration had promised to pull out
of Vietnam if the prisoners
were released and “now we
plead with you not to go back
on your word.”
Mrs. Culbertson, whose broth
er, Navy Cmdr. Kenneth
Coskey, was shot down over
North Vietnam in 1968, said the
group represented 335 families
of American POWs. She also
predicted other POW families
would become increasingly
vocal if the peace talks show no
apparent progress.
DRUG ABUSE REVERSED
SAN DIEGO, Calif. (UPI)-
Action by the Nixon administra
tion has reversed the upward
trend in drug abuse for the first
time in more than a decade,
says Herb Klein, presidential
communications director.
“The year 1971 will mark the
turning point inthe war against
drug abuse,” Klein told a group
of news executives Saturday. “I
say this without qualification.”
He said the war against
narcotics was far from won,
“but we now have the means to
win it.”
