antiwar amendment, today
zeroed in on the defense and
foreign aid bills as a means of
forcing a total U.S. military
withdrawal from Indochina.
Doves shifted the scene of
their activity from the House —
which Wednesday soundly re
jected a tough end-the-war
amendment —to the Senate.
In that chamber:
—Sen. Frank Church, D-
Idaho, announced that he and
Sen. John Sherman Cooper, R-
Ky., would seek to attach to the
pending s7l billion defense

appropriation bill an amend
ment that would limit further
military spending in Vietnam to
funds needed “for withdrawal
of all remaining U.S. forces
from Indochina once agreement
has been reached assuring the
release of prisoners of war.”
Cooper and Church tried to
attach a similar amendment to
the foreign aid authorization
last month and it failed by one
vote. Church said Wednesday
he thought it would pass this
time.
—Sen. J. William Fulbright,
D-Ark., was described as
“resolute” in his determination
to include the “Mansfield
Amendment” in any foreign aid
Authorization that goes to the
President.
A watered-down version of
the Mansfield amendment was
contained in a $21.3 billion
weapons authorization Nixon

Carter outlines
resource board
signed Wednesday. But in
enacting it, Nixon specifically
said he would not be bound by
provisions of the amendment,
noting it had no “binding force
or effect.”
VALDOSTA, Ga. (UPI) - A
board of human resources de
partment combining health,
welfare and the prison system
under a single director was
outlined here Wednesday by
Gov. Jimmy Carter.
Under the plan, part of
Carter’s governmental reorgani
zation program, the State Board
of Health would be abolished
and the department supervised
by a new board of human re
sources.
Carter told a meeting of the
traveling pre-legislative forum
that the State Pardon and Pa
roles Board would continue as
a separate agency although the
prison system and prisoner pro
bation would come under
human resources.
Carter said the proposal was
aimed at creating a unified
state system for dealing with
all forms of human resources.
The governor said also that
he is recommending a new
State Department of Public
Safety to meet his goal of “the
finest public safety department
in the nation.”
Bell pushes
for rate hike
ATLANTA (UPI) - Southern
Bell Telephone and Telegraph
Co., complaining of a “steady
erosion of earnings” asked
Wednesday for permission to
raise its rates $24.4 million a
year.
The proposal submitted to the
State Public Service Commis
sion would raise residential
rates an average of 65 cents to
$1.25 with the highest figure to
be borne by Atlanta area cus
tomers.
Southern Bell Vice President
Jasper Dorsey said “our pres-’
ent rates are just not sufficient
to meet today’s higher cost of
doing business and to assure
the provision of the very best
telephone service to Georgia.”
Even though the company re
ceived a $20.8 million increase
in January, Dorsey said South
ern Bell had seen “a steady
erosion of our earnings.”

in America, including the FBI,”
Carter said.
The governor said the new
public safety department would
also take in the criminal drug
abuse investigation functions •
now supervised by the State
Pharmacy Board to strengthen
the drive against narcotics,
Carter said. ’
Rep. Ben Blackbum, R-Ga.,
riding the circuit with Carter in
the forum sponsored by the *
State Chamber of Commerce,
warned against letting price
and wage controls become per
manent. •
Blackburn, a conservative,
said he thought such super
vision harmed free competition.
He said he has gone along with *
President Nixon’s economic
plans because they had “flexi
bility.” a
“I see dark clouds on the
horizon with controls,” the De-
Kalb County congressman said.
Outspoken commissioner Bob
by Pafford questioned the com- •
pany’s advertising that equip
ment repairs do not cost the
customer anything. #
“It does cost when you send
your people out there,” he said,
explaining that he was referring
to requests for increases. ♦
Pafford also said he wasn’t
going to “vote for anything” un
til Southern Bell reveals details
of telephone monitoring. “I *
know of 109 telephones that can
be monitored,” he said.
Malcolm S. Murray, an At- 4
lanta attorney, objected to the
company’s newsletter which is
enclosed with monthly bills and
to national television shows •
sponsored by American Tele
phone and Telegraph Co.
The hearing will resume Dec.
15 and cross-examination of
Southern Bell witnesses will
start at that time.
