ELIZABETH CITY, N.C.—Coast guard planes and boats
were still searching today for the captain and five missing
crewmen of the tug Maryland which sank Saturday in the
Pamlico Sound near here. One crew member was pulled
from the water suffering from exposure a short time after the

identified. Spokesmen said their
names would not be released
until next of kin have been
notified.
The CH46 Marine helicopter
was based at Atsugi Naval Air
Facility, 28 miles from Tokyo,
and was on what a spokesman
described as a “personnel
carrier mission” to the U.S.
base at Yokota.
Japanese police at Fussa,
which borders the Yokota base,
quoted witnesses as saying
there was an explosion as the
helicopter was hovering about
100 feet above the ground
preparatory to landing. The
craft burst into flames, plung
ing to the ground.
FDA boss asks: who kicks hardest?
WASHINGTON (UPI) -
Charles C. Edwards, commis
sioner of the Food and Drug
Administration (FDA), inci
cates he has no intention of
letting up on his recent
criticism of consumer activists
such as Ralph Nader.
“Who kicks us in the rear the
hardest?” Edwards asked
rhetorically in an interview.
“You name me one so-called
consumerist who has ever gone
before Congress and asked
them to do something for the
FDA”
Industry groups such as the
Pharmaceutical Manufacture
rs Association, the Grocery
Manufacturers of America and
the National Canners Associa
tion have gone to bat for the
FDA, urging Congress to give
the agency more funds, he said.
He’s Naming Names
“While I’m not pro-industry,
I’ve been around long enough to
know they’re not all bad. You
have to work with the
responsible leaders in industry.
We’ve got the Naders on one
side and industry on the other
and somehow we have to
straighten it out,” Edwards
said.
Edwards, in his prepared
texts, does not name in
dividuals; but he departed from
a printed speech Nov. 17 to
single out Nader and Washing
ton Post investigative reporter
Morton Mintz.
“The voice of responsible
science must rise above the
din,” Edwards said. “If not, the
special interests, the zealots

Edwards said Nader and his
allies were leading consumers
“down the primrose path”
toward an impossible goal of
completely safe foods and
drugs. In Ulis speech and
others, he said such a goal
would cripple scientific develop
ment and product innovation.
Response From Rosenthal
Edwards did not cite specific
issues on which he felt Nader
or Mintz erred, although Nader
has criticized a number of FDA
decisions.

tility” toward Nader and others
was out of character for an
FDA commissioner.
“These people should be his
natural allies, not his enemies,”
Rosenthal said in an interview.
He said Edwards indicated a
pro-industry stance when he
named Peter B. Hutt as FDA
general counsel this fall. Hutt
formerly represented food and
drug firms as a lawyer with the
Washington firm of Covington
and Burling.
“If Edwards is really com
mitted to the public interest he
should be more comfortable in
the company of Nader than that
of Covington and Burling,”
Rosenthal said.

MARTA eyes tax
ATLANTA (UPI) — Officials of the Metropolitan
Atlanta Rapid Transit Authority (MARTA) plan to ask
commissioners in Fulton and DeKalb counties next week
to begin collecting April 1 the one-cent sales tax that will
support the MARTA system.
William Ide, the attorney for MARTA, said officials are
to appear before the regular meeting of the DeKalb
commissioners Dec. 27. He added MARTA probably will
ask for a special session of the Fulton commissioners on
the same day.
MARTA officials still hope to buy the Atlanta Transit
System ahead of schedule, possibly around Jan. 1, but
they said the fare reduction from 40 cents to 15 cents
would not begin until the sales tax starts.
The sales tax was approved by DeKalb and Fulton
counties in a referendum Nov. 9.
MARTA officials said pending appeals of law suits
challenging the referendum results would not prevent the
earlier purchase of the transit system.
