Carter joins in school suit

Sumter County public school
board alleged to have helped
push private segregated schools
to the detriment of public
schools.
Among other things, the four
were accused of arbitrarily and
unreasonably lowering the
school tax levy from 19 mills
to 12 mills and selling an ele-
mentary school which would
have cost 1100,000 to replace to
a private club for SI,OOO.
They were also accused of al
lowing Union High School to de-
teriorate to the point that part
of it collapsed.
The four named in the suit
were Hugh Crenshaw, James
Gaston, E. L. Poole and Roland
Satterfield. Two of the remain
ing three board members,
Chairman O. A. Williams and
Dr. Schley Gatewood, were list
ed as among the plaintiffs.

Old enemies join forces
to get lead out of gas

WASHINGTON (UPI) -
Health and environmental
groups have forged an acciden
tal alliance with an old enemy,
the auto industry, in attempts
to get the lead out of gasoline.
The health and antipollution
activists have frequently criti
cized auto makers for allegedly
fouling the air and making
unsafe cars; but although their
motives differ, both interests
now contend restrictions pro
posed by the Environmental
Protection Agency (EPA)
would permit too much lead in
gasoline.
Auto makers contend that
lead ruins the catalytic conver
ters they plan to install on 1975
model cars to meet exhaust
cleanup rules.
Environmental and health
groups argue that lead in auto
exhaust exposes citizens—parti
cularly slum children—to possi
ble lead poisoning, which can
cause brain damage and
occasionally death.
Auto makers are presenting
their arguments in EPA
hearings on industry requests
to delay for one year the
exhaust cleanup rules scheduled
for 1975 models. Environmental
and health forces called for a
ban on leaded gasoline in
testimony Wednesday before
another EPA hearing on the
proposed lead restrictions.
The EPA agrees with both
contentions. To meet the need
of 1975 model cars for virtually
lead-free gasoline, the EPA
proposed that most service
stations be required to offer
gasoline containing no more
than .05 grams per gallon by
mid-1974. And to curb lead
poisoning, the agency proposed
that leaded gasolines gradually
reduce their lead content,
starting Jan. 1,1974.
Lead increases gasoline oc
tane, and the EPA explained
that leaded gasoline must
remain available for older cars
designed to use it.
But although the proposals
have been attacked by the lead
and petroleum industries as too
severe, auto makers and an
environmental and health coali
tion criticized them as too
lenient.
In a statement, General
Motors said the .05 gram per
