AUTHORIZING STREET
IMPROVEMENTS
Pursuant to the pertinent
provisions of the Spalding
County Street Improvement
and Assessment Regulations,
notice Is hereby given to the
owners of real property
abutting the improvements,
hereinafter set out, and to any
and all other interested or
affected parties that on the
fourth day of April, 1972, the
Board of County
Commissioners of Spalding
County, Georgia, at their
regular monthly meeting
unanimously adopted a
resolutiuon authorizing the
making of certain
improvements, being the
surfacing with asphalt, triple
surface treatment, paving, 26
feet in width, with concrete,
machine extruded curb and
with all necessary grading,
catch basins and storm
drainage installed, constructed
and provided each of the public
streets or roads, or parts
thereof, as hereinafter named
or designated, with the
approximate lineal distance or
length to be so improved or
paved to-wit:
First such project or
improvement, to be known and
designated as Spalding County
Street improvement number
forty seven: Huston Street from
North Hill Street Extension
westwardly a distance of five
hundred ‘iffy feet (550), more or
less, to the end of said paving
project number forty-seven.
Second such project or
improvement to be known and
designated as Spalding County
Street Improve number forty
eight: Clark Street from U.S.
Highway 19 (Zebulon Road)
Eastwardly eleven hundred
twenty-three feet (1123), more
or less, then northwardly four
hundred sixty-four feet (464),
more or less, to the end of said
project number forty-eight.
The improvements were
declared and authorized as one
project or improvement,
entirely separate and distinct
from any other project or
improvement, and the making
of such improvement shall be
commenced before the
expiration of ninety days after
the adoption of said authorizing
resolution and shall be
completed as soon thereafter as
practicable. Such improvement
shall be made or done by
Spalding County and
assessments of two-thirds of
the cost thereof against the
respective owners of the
property abutting such
improvements shall be due and
payable to Spalding County
sixty days after the date of
adoption by said
Commissioners of the final
resolution (or resolutions)
fixing the total costs of such
improvement and apportioning
the specific assessments
therefor, provided however that
any such owner may elect to
pay the whole or any part of
such assessment in three or less
equal annual installments of
principal plus accrued interest
thereon, payable annually, at
the rate of six per cent per
annum from the due date of
such assessment by executing
and delivering, on or before
such due date, a note and
agreement on the forms
provided and made available at
the office of the undersigned
Clerk of said Commissioners at
the Spalding County
Courthouse.

WASHINGTON - His name
is not entered in any primary
election. It won’t appear on any
November ballot.
However, George Meany of
New York City, Bethesda, Md.,
and Washington could be the
toughest opponent Richard
Nixon faces in his bid for a sec
ond term.
At 75, the crusty, cigar
chomping plumber who heads
the AFL-CIO entertains no no
tions of the presidency for him
self, but he is determined to
oust Mr. Nixon from the White
House. He is equally deter
mined that the Democrat
named to oppose Mr. Nixon will
be unequivocally committed to
AFLGIO goals.
It may be the last battle for
the old, hard-knuckled labor
leader who slugged his way
through New York City and
state ranks to the top of the
American Federation of Labor
in 1952 and became president of
the AFL-CIO when the two or
ganizations merged in 1955.
The battle promises to be a
rough one.
For Meany it will be a strug
gle not only for the White
House, but for the kind of labor
movement he has helped
shape.
Friends and foes alike be
lieve the AFL-CIO has reached
a crossroads:
1. Its power in Congress is de
clining.
2. Questions are being asked
about its financial role in polit
ical campaigns. (Republican
sources claim labor is ready to
spend upward of S7O million
this year on behalf of Demo
cratic pro-labor candidates.)
3. Forced unionism is becom
ing repugnant in many sectors
of a changing labor force.
4. Rep. Sam Steiger, R-Ariz.,
is pushing for House debate on
a bill that would revise the Na
tional Labor Relations Act and
the Railway Act to remove fed
eral authorization of compul
sory unionism. (Chairman
Frank Thompson, D-N.J., of
the Labor subcommittee, has
not called any hearings on the
bill. Thompson is a former
United Auto Workers Union
official who helped organize the
General Motors plant at Tren
ton, N.J.)
5. The National Right to Work
Committee has asked Pres
ident Nixon to seek public hear
ings into “the excessive
monopoly power” of unions.
6. The AFLrCIO’s 180-degree
turn away from free trade to
ward high tariff protectionism
has pitted organized labor
against the powerful, fast
growing multinational cor
porations and export-minded
farm organizations.

7. Internal problems also
beset Meany. Despite the vast
outpouring of political funds,
surveys over the last eight
years indicate that Republican
candidates continue to get from
28 to 35 per cent of the labor
vote.
For Meany, many believe,
the tangled Democratic pri
mary picture left few alterna
tives. He has convinced the
AFL-CIO Executive Com
mittee not to indorse a candi
date in advance, but he has
urged state labor organizations
to back “uncommitted” dele
gates to the Democratic con
vention at Miami Beach in
July. The inference is that
Meany would decide how they
would vote.
On March 21, Meany quit the
President’s Pay Board. Three
of the other four union mem
bers followed suit.
“We have no hope for fair
ness ...,” Meany told news
men. He charged the White
House was favoring business,
banks and farmers at the ex
pense of workers.
The White House in turn ac
cused him of “sabotaging” the
President’s anti-inflation
program.
“I think Mr. Meany has over
stepped,” said Mr. Nixon, “hi
the latter part of the 19th Cen
tury this country determined
that no business leader could
take the attitude, ‘The public be
damned.’ In the latter part of
the 20th Century, that applies to
both business and labor
leaders.”
What kind of man is George
Meany?
“Gruff and tough like an old J
bear, but honest as hell,” says
one old adversary. “He feels
that he is the spokesman for the
workingman in this country
and he tells it like he sees it...;
“He might not always be;
right, he might be ignoring oth- >
er people’s interests and prob
lems, but he believes what he;
says.”
A lifelong Catholic, Meany
has always worked closely with* 1
the National Catholic Welfare;
Conference.
It might surprise many of his
rank and file, but the old
plumber has taken up art in the ;
last 15 or 20 years — and his
work is pleasing to the eye. His
stylized landscapes are remi
niscent of the work of another
amateur artist, Gen. Dwight D.
Eisenhower.
Each morning Meany leaves
his suburban Bethesda home in
a chauffeur-driven limousine
for his 16th Street office that
looks across Lafayette Park to
the north portico of the White
House. He wears his dark busi
ness suit like a uniform, refus
ing to shed the coat on even the
warmest summer days.
“Bankers and businessmen
don’t, so I don’t,” he once
snapped.
