Tax assessors told
to update books
ATLANTA (UPl)—State Revenue Commissioner John
Blackmon has warned county tax assessors to bring their
tax digests up to date before June.
Starting in June Blackmon’s department will begin
checking digests to see if they comply with state law. They
will be returned to local authorities marked either
approved or rejected.
The digests are expected to get close scrunity as the
result of a study by State Auditor Ernest Davis that
showed that every county he checked is under the
required tax figure of 40 per cent of true market value for
property.
The study estimated that property worth almost S4O
billion for tax purposes was being valued last year at S3O
billion.
“The law says we have to use the tax ratio study as the
highest and best evidence of the true value of the taxable
property in the state,” Blackmon said. “We can’t close
our eyes and ignore the law. ..we can’t and we won’t”
Women pickets
denounce judges
SAVANNAH, Ga. (UPI) — About 16 women carrying
pickets denouncing courtordered school busing picketed a
hotel Tuesday where federal judges are holding a
meeting.
“We just want to let them know how we feel about bus
ing,” said Mrs. Judy Rowland, vice president of the
Concerned Parents Association that protested a massive
busing program started here last fall.
The judges, here for the 29th annual conference of the U.
S. sth Circuit, gave no indication of noticing the picketing.
Chief Justice Warren E. Burger arrived at the
conference Tuesday. He declined comment about national
issues or court cases but said he was anxious to view
Savannah’s “wonderful restoration project” involving old
homes in the downtown area.
Burger will address the conference on Friday.
The judges begin open sessions today after two days of
closed meetings dealing with court administration.
Fake license ring
broken; 4 arrested
ATLANTA (UPI)— State Public Safety Commissioner
Ray Pope says state investigators have arrested four
persons running the biggest operation in fraudulent
driver’s licenses in Georgia’s history.
Pope said the phony licenses were sold at S3O each and
was running a $30,000 to $50,000 operation. Officers
confiscated 750 blanks.
The operation was uncovered when a defendant
produced one of the fraudulent licenses in court while
being tried for a traffic violation, officers said.
All of the phony licenses bore the number 0-8-4111 and
the negative made it appear that former safety director
Col. R.H. Burson’s name was misspelled.
Arrested were Richard Russell Jackson, charged with
possession of a fraulent license, and his wife, Marie Mary
Jackson, charged with possession and sale of such
licenses; Thomas Leonard Clark, charged with
possession, and William Thomas White, possession and
sale.
Clark, of Mableton and White, Atlanta were placed
under SSOO bond each while the Jacksons, of Atlanta, were
put under SI,OOO bond each.

Remap tangle

ATLANTA (UPI) — The reap
portionment issue in Georgia is
far from dead at this time and
threatens to become an even
greater legal tangle.
Atty. Gen. Arthur Bolton’s of
fice was advised Tuesday the
U. S. Justice Department is
seeking to vacate a Supreme
Court ruling which stayed en

panel’s order to the state to re

On the basis of that Supreme
Court ruling, Gov. Jimmy Car
ter had cancelled a special leg

this week, and it appeared the
state could go ahead with elec
tions this year without another
redistricting session.
