Democrats aware
of ‘bad start’
WASHINGTON (UPI) -
George S. McGovern and
Sargent Shriver, the Democra
tic party’s newly-formed nation
al ticket, began their presiden
tial campaign today fully aware
they are off to a ‘‘bad start” in
their assignment to depose
President Nixon.
Despite a show of party
harmony and happiness, the
McGovern-Shriver team sets
out with the handicap of a
three-week delay and the
dumping of Sen. Thomas F.
Eagleton as the vice presiden
tial candidate.

of the Peace Corps and the

Kennedy brother-in-law, was
elected Tuesday night by the
Democratic National Commit
tee to replace Eagleton.
Hand-picked by McGovern,
after six others had turned his
offer down, Shriver, received
2,936 votes, 80 short of
unanimous.
Eagleton, although not placed
in nomination, received the 73
votes of his home state,
Missouri, and former Sen.
Wayne Morse received four
from his home state of Oregon.
Guam did not cast its three
votes.
The national committee
turned today to a resolution
which would create a special
commission to find a new
method of selecting vice
presidential candidates.
Burned by the failure of
Eagleton to disclose psychiatric
treatment he received in the
19605, the national committee
appeared certain to approve a
resolution creating the commit
tee.
Although the proposed resolu
tion carried no specific sugges
tions, it said that “the
nomination for vice president
should be made only after
careful study by the certified
delegates” at the quadrennial
convention. Such a rule would
do away with the traditional
acceptance of the presidential
candidate’s recommendation
without question.
Taking advantage of the
national committee’s presence
in the capital, McGovern and
Shriver planned to meet with
several caucuses and appear at
a unity luncheon.
In contrast to the turbulent
convention last month at Miami
Beach, the mini convention in a
hotel ballroom Tuesday went
smoothly. It was marked by
party harmony and unity.
Major party leaders lined the
platform as McGovern spoke
and Shriver made his accep
tance speech.

Senate moves against
‘Saturday night special’
WASHINGTON (UPI)-With
the memory of the shooting of
Gov. George C. Wallace still
fresh in mind, the Senate
moved today toward passage of
a bill outlawing the sale of
cheap, concealable handguns
known as “Saturday night
specials.”
But Sen. Birch Bayh, D-Ind.,
chief sponsor of the bill, was
apprehensive the Senate might
adopt an amendment by Sen.
Roman Hruska, R-Neb., which
he said would gut the effective
ness of the measure.
Under a 1968 gun control law,
importation of snub-nosed pis
tols and revolvers which have
no sporting purpose is prohibit
ed.
Bayh’s bill would ban the sale
of such weapons that are
produced domestically.
Hruska wants to amend the
bill to ban only sales by
manufacturers. This would
leave retail merchants free to
sell all such handguns now have
in stock. Bayh’s bill would
permit the secretary of the
treasury to buy these weapons
at market value.
Bayh said that about 54 per
cent of the traffic in ” Saturday
night specials” is in used guns
—trade-in sales, pawnshop sales
and sales by individuals.
But it was the second part of
Hruska’s amendment that Bayh
said was most important.
Under present law, the
secretary of the treasury must
find that an imported pistol or
revolver has a sporting purpose
before it can be sold. He makes
that determination) through a
series of complicated tests,
involving length of barrel,
weight, overall dimensions,

Under Hruska’s amendment,

the treasury had determined
that they did not meet the
sporting citeria.
“This shifts the burden of
proof. It effectively guts the
bill,” Bayh said.
Tuesday, the Senate rejected
an amendment by Sen. Adlai E.
Stevenson 111, D-111., that would

licensing of all handguns. The
vote was 84 to 11. Earlier, the
Senate rejected a similar
amendment by Sen. Edward M.
Kennedy, D-. Mass., that would
have required similar licensing
and registration of all guns,
including sporting rifles and
shotguns.
