North Viets
accuse U.S.
of bombing
PARIS (UPI)-North Viet
nam accused the United States
at the Vietnam peace talks
today of continuing to bomb
dikes and raze cities on its
territory.
U.S. chief negotiator William
J. Porter labeled the charges
“a flood of propaganda”
designed to divert attention
from negotiations at the Paris
conference on Vietnam.
The 154th session, despite
recently expressed optimism by
U.S. officials, started in the
same atmosphere of angry
charges and counter-charges
that punctuated last Thursday’s
session.
Deputy Hanoi negotiator
Nguyen Minh Vy, replacing
delegation leader Xuan Thuy
who he said was ill, told
reporters as he entered the
international conference hall
that “Aug. 10 in North Vietnam
is a period of flood levels. The
United States is continuing to
bombard dikes and dams. It is
bombing cities with the inten
tion of razing them, beginning
two days ago.”
The talks have been dead
locked for more than 3% years
on who shall govern South
Vietnam after the war.
Saigon negotiator Pham Dang
Lam said he understood the
Viet Cong’s demand for gua
rantees that it would take part
in a coalition government.
Man charged

Marvin Williams, 22, 782

Ga. 16, and states that Horton
was following Williams in his
vehicle when Williams stopped,
got out of the vehicle and fire
more than one shot at Horton
with a small hand pistol.
Bond for Williams was set at
SI,OOO.
