emerged to mix with the female’s. A couple of females
nudged him as a “friendly” way, an attendant said,
indicating his conditional acceptance. (UPI)
Rufus the lion, the Indiana born claimant
from Kansas for the throne of Frasier,
king of the sex-symbol simbas, was turned
loose Thursday amid Frasier’s pride.
With publicity men hovering about and
television cameras poised, Rufus showed
no signs of the star quality that made
Frasier a truly lionized hero. Frazier at an
advanced age had sired dozens of cubs
before his death two months ago.
Rufus had put up a good show while he
was kept in a quarantine camp—roaring
and bellowing at the lionesses and other
males. His coming out was something less
spectacular.
Three lionesss bit Rufus.
Rufus hid under a bush.
They Can Use a Draw
Officials of Lion Country Safari, the
private wild animal park that Frasier
made famous, looked about nervously.
Frasier’s famous lusty dotage hiked the
gross by 20 per cent, and they can use a
draw like that.
Park vice president Jerry Kobrin
groaned and looked up on the white cross
on a knoll which marks the grave of the
park’s famous cat, “I wonder what
Frasier would think of this.”
The verdict on Rufus may have been
pronounced by the park’s zoological
director, Pat Quinn, when Rufus refused to
leave his quarantine cage when given a
chance.
“He’s far more interested in security
than sex,” Quinn said.

House, Senate finishing
compromise on funds share

WASHINGTON (UPI) -
House and Sente negotiators
are putting the final touches
today on a compromise which
reconciles the House’s revenue
faring bill favorable to urban
states and the Senate bill
beneficial to rural states.
The solution agreed upon
Thursday in a day of closed
door bargaining between repre
sentatives of each chamber
gives each state 91 per cent of
the amount it would get under
the version of the bill most
favorable to it.
Thus if a state would get
more under the House formula
than the Senate formula, the
compromise bill gives it 91 per
cent of the House total for 1972
and 100 per cent for the next
four years.
A Keystone Proposal
In all, the measure—a
keystone proposal by President
Nixon and the favorite legisla
tion of state officials and
officials in 38,700 towns, town
diips, cities and counties—
distributes $30.1 billion over

tranquilizer guns and shotguns, the
wardens in four-wheel drive vehicles
herded the reluctant suitor toward the
females.
That’s when the widowed Linda, Jane
and Stompey nipped him on the haunch,
and Rufus took cover.
Flushed out and herded back again,
Rufus flopped down and gazed about
apprehensively. A lioness approached and
gave him a seductive nudge. Rufus
snapped at her.
Lily, Frasier’s favorite, sidled up and
gave Rufus an affectionate push with her
head. Rufus looked bored, but that was
enough for the park officials.
“He has been accepted by the pride,”
proclaimed Quinn.

Urban state governors won a
big point when the conferees
agreed to drop a Senate
provision killing off a $2.5
billion program of federal
matching funds for state
“social services” programs for
needy people.
In its place, the Senate added
$1 billion a year to the revenue
faring pot, but big state
governors felt they were still
diortchanged.
A $2.5 Million Limit
Instead, the conferees merely
tapped a $2.5 billion limit on
how much the federal govern
ment will lay out for “social
services”—a program whose
costs had threatened to skyr
ocket to $4 billion this year and
ers’ demands of $50,000 worth
of cash, food, several buses,
gasoline and services.

Because the conferees “shad
ed” 9 per cent off the top figure
for every state, some states
will end up in 1972 with less
revenue sharing money than
either the Senate or the House
version would have provided.
Thus, Wisconsin would have
gotten $137 million under the
House bill and $147.1 million
under the Senate bill but winds
up with only $133.9 million
under the compromise for 1972.
As $l5O million more is added
to the total revenue sharing pot
each year, the inequity disap
pears.
No restrictions are attached
on how states or communities
can spend the money. The $5.3
billion first year layout
amounts to roughly 4 per cent
of total state and local budgets
for this year.

LONDON—Lord Fisher of
Lambeth, former Archbishop of
Canterbury and an outspoken
prelate who advocated capital
punishment, died during the
night, a Church of England
spokesman said. Lord Fisher,
85, was admitted to a hospital
Sept. 14 after a slight stroke.
