Georgia Assessors
oppose exemptions
The Georgia Association of
Assessing Officials said this
week that every time the
General Assembly approves
special interest tax exemptions,
it raises the tax bill of the
average citizen.
The association, meeting in
Athens, said it favored a system
known as the circuit-breaker
tax. This pegs the amount of
property tax a person pays at a
percentage of his income. Any
amount of property tax that he
pays over the percentage is
30 percent
power savings
estimated
The Merchants of Griffin and
the city believe they can cut 30
percent of the electricity nor
mally used for downtown
Christmas decorations this
year.
Felton Rainwater of the
merchants organization and the
City Commissioners announced
there would be no small
Christmas trees with burning
lights in the downtown
decoration plan.
They estimated this would
save 10 percent of the elec
tricity.
They also announced
decoration lights would be
turned on a week later this year,
meaning four weeks of lighting
rather than five.
The officials think this will be
another savings of 20 percent on
power.

credited to his state income tax.
This makes it returnable
directly to the individual.
The assessors said the circuit
breaker tax ties the regressive
form of property tax at the local
level to the progressive form of
income tax.
The assessors said this makes
credits put income tax on a
sliding percentage scale so that
those credits recognized the
level of incomes of people and
are based on need and not
greed.

Suit filed
UNIONTOWN, Pa. (UPI) -
The winner of Pennsylvania’s
ninth millionaire drawing filed
suit Friday in Fayette County
Common Pleas Court against
his estranged wife on grounds
she absconded with his first
payment.
Phillip W. Sutton Sr. said his
estranged wife, Mrs. Rose Ann
Sutton, “wrongfully and unlaw
fully converted a lottery ticket
by declaring herself to be the
owner of the winning ticket.”
Sutton, an employe of the
Duquesne Light Co., won the
millionaire lottery last June 28
in Harrisburg. On July 30, a
check for $49,400 was delivered
to his home as the first
payment. The Commonwealth
pays the money in 20 install
ments of nearly $50,000 each
year.
When Sutton and his wife
discovered they were qualifiers
for the millionaire drawing,
Mrs. Sutton took the ticket to a
state liquor store and signed
her name to it, according to the
suit.
Sutton said Mrs. Sutton took
the money and went to Miami,
Fla.
