Sen. Cleland
wants panel
scuttled
By JACK WILKINSON
ATLANTA (UPI) - Sen. Max
Cleland wants to scuttle the
controversial Committee bn
Economy Reorganization and
Efficiency in Government
(EREG), which he says has
long outlived its usefulness.
And in an apparent counter
offensive, Sen. Culver Kidd,
EREG chairman, revealed
Tueday he has investigated
charges that Cleland does not
live in the district he repre
sents.
Kidd said that he acted “as
an individual” in checking out
Cleland and that he saw nothing
wrong in a senator checking on
another senator.
“I have a right to check on
anybody,” Kidd said. “This was
not EREG. This was me.”
Cleland, a Lithonia Democrat
who may run for lieutenant
governor next year, proposed
sweeping changes in the Senate
rules, including the abolishment
of EREG.
“I deeply believe that the
Senate has an obligation to
restore public confidence in its
operations,” he said. “These
proposed rule changes will go
a long way in buttressing that
public confidence.”

In a letter to the Senate
Rules Committee, Cleland also
called for the open selection of
committee members and their
chairmen. A similar proposal
touched off open warfare on the
first day on the 1973 legislative
session.
That fight was aimed specifi
cally at stripping Lt. Gov.
Lester Maddox of his commit
tee appointive powers, but the
Maddox forces prevailed by two
votes in a dramatic showdown.
Cleland also suggested that
the Senate reduce the number
of committees and hold open
party caucuses.
Kidd said he began investi
gating Cleland when “about
six” of Cleland’s constituents
came to see him and claimed
the senator lived in Atlanta and
not Lithonia, which would put
him out of his district.
Kidd, a Democrat from Mil
ledgeville, said he had an aide
check on the report, and found
Cleland had an apartment in
Atlanta.
“We are not a watchdog
committee,” Kidd said. “But
it’s proper forme to do anything
I want to personally” in regard
to the matter.
Cleland, a triple amputee
from wounds he received in
Vietnam War, said he took a
year’s lease on an apartment
in Atlanta so he could be close
to the capitol during the legis
lative session.
He said a year’s lease was
the shortest he could get.
Cleland, who is confined to a
wheelchair, said his legal resi
dence is still Lithonia.

Carter praises media
By GENE POYTHRESS
ATLANTA (UPI) - Gov.
Jimmy Carter told a group of
broadcast executives Tuesday
that the news media is “the
most valuable asset” of a free
society.
Carter said he has never
been disappointed in news
coverage of his administration,

and said the news media has
done “very well” in its overall
coverage of the Watergate af
fair.
He said some complex issues
in his administration, like the
budget and mental health
financing, had been ‘ ‘distorted, ”
but said this was due to the
open nature of his administra-
tion.
’ “People expect truth and
openness from public officials,”
Carter said. “Any public offi
cial who tried to shroud him
self in secrecy puts himself in
a perilous position.”
Carter also expressed regret
over calling President Nixon
“paranoic” immediately after
the firing of Special Watergate
prosecutor Archibald Cox.
