WASHINGTON (UPI) -
Sens. Sam J. Ervin and Lowell
P. Weicker revealed their 1972
tax returns Friday and both
paid far higher taxes on far
less income than President
Nixon.
The move came after the
President made public his
controversial tax returns, and
the White House challenged his
critics to do the same.
In a related development,
Sen. Russell B. Long, D-La.,
says a congressional investiga
tion of the IRS—undertaken
after the “enemies list” came
to light—shows the IRS may
have “treated too favorably”
some of President Nixon’s
friends.
He says the investigation by
the Joint Committee on Internal
Revenue Taxation, of which he
is vice chairman, showed the
IRS did not harass taxpayers
on the enemies list.
Weicker, R-Conn., and Ervin,
D-N.C., waved their tax returns
on the Senate floor Friday
evening in reaction to stories
that White House aides wanted
Nixon to challenge his critics to
reveal their income tax returns.
The two senators then submit
ted their returns for publication
in the Congressional Record.
They showed that Ervin paid
$15,485.55 in federal taxes in
1972 on an adjusted gross
income of $63,440. Weicker paid
$14,350 on an income of $67,939.
Nixon reported a 1972 income
of $268,777—0n which he paid
only $4,298 in taxes.
“Quite frankly, it makes the
President’s tax return look all
the more ridiculous,” Weicker
said.
Said Ervin: “It is my proud
boast that every tax return I
ever filed has been accepted by
state and federal tax authori
ties just as I wrote it.”
Sens. Edward M. Kennedy,
D-Mass., Birch Bayh, D-Ind.,
and Edmund S. Muskie, D-
Maine, said Friday they would
attempt to toughen the “mini
mum tax” —enacted in 1969 to
make sure persons with large
amounts of income subject to
low tax rates pay at least some
taxes.
Severe
budget
planned
ATLANTA (UPD-Gov. Jim
my Carter said Friday the state
will operate under “an extreme
ly severe budget” next year
because of the energy shortage.
Carter told an afternoon news
conference the fuel situation
had forced his recommendation
for a drastic cut of $44 million
from last year’s budget of
$1,664.
The recommendation, an un
precedented move in recent
Georgia history, means an end
to the SSO million in property
tax relief granted by the Gen
eral Assembly earlier this year.
Carter said there was no way
to get around ending the tax
relief plan, by reducing state
spending. “If you look at the
budget, you will see that
there's no fat in it,” he said.
He said there would be no
suffering "for lack of essential
state service,” but some small
factories already have closed
for lack of fuel and others are
reducing operating hours.
Carter's proposed budget for
the fiscal year beginning in
July suggests that no new state
programs be set up and no sal
ary raises be given to state
employes, except those raises
provided for by law.
Most state departments still
will get a two per cent average
increase in operating funds, be
cause of two major austerity
moves, Carter said.
He noted that the state would
go back to borrowing money
under its bond floating author
ity instead of paying cash for
construction of new state facil
ities. And for the first time, he
said the state will take a criti
cal look at the need for new
highway construction.
“The state Tollway Authority
has been asked to reassess the
need for new expressways such
as the proposed West Georgia
Tollway and Interstate 485, Car
ter said.
