Coolidge expects
to stay with issues
ATLANTA (UPI) - DeKalb
County Commissioner W.M.
“Bill” Coolidge, running as a
Republican candidate for gov
ernor, says he expects the GOP
to stay with the issues and leave
the infighting to the Democrats.
Coolidge is the third Repub
lican to announce and tenth
candidate overall. The other
Republicans are House Minor
ity Whip Harry Geisinger of
DeKalb County and Cobb Coun
ty insurance man George Lank
ford.
The 43-year-old Coolidge, a
consulting engineer, made his
formal announcement Saturday
and said the other GOP candi
dates are his friends and have
backgrounds similar to his.
“This means we’ll speak more
the day in Indian dress, while studying tribal customs.

Coolidge said he believes he
won’t be hurt by Watergate,

As a veteran of local politics,
Coolidge said he will be more

“We need a governor who can
deal with people on a day-to-day
basis. Legislators seeking the
office have no issues, because
all the issues are in the coun
ties.”

House Majority Leader George
Busbee of Albany, former U.S.
Sen. David Gambrell of Atlan

Man hurt
in explosion
HOMER, Ga. (UPI) - Paul
Beck of Commerce is in critical
condition in an Athens hospital
following a freak propane gas
explosion and fire at the Amer
ican Legion Hall.
The 29 year -old Beck suf
fered bums over 80 per cent of
his body late Saturday night
when his car apparently ignited
an underground propane gas
tank.
The explosion destroyed his
car, a nearby vehicle and
spread flames to the hall where
a dance was under way.
Banks County Sheriff M. L.
Harrison said Beck drove over
the fittings to the tank, sticking
about one foot above the ground
and that the tank exploded.

ST. SIMONS ISLAND, Ga.
(UPI) — Federal investigators
are expected here today to
search for the cause of a fire
that broke out in an Air South
Beechcraft 99 jetliner as it was
preparing for takeoff Sunday
night.
Only two crew members and
two Air South employes were
aboard the plane and no one
was injured. However, the 15-
passenger, two prop jet, valued
at $250,000, was almost totally
destroyed.
The plane was taxiing down
the runway at McKinnon Airport
when the pilot, Capt. Jake
Schriver of St. Simons, said he
smelled smoke. Schriver re
turned the plane to the ramp
and the four got off. It quickly
burst into flames.
The plane was bound for At
lanta, carrying luggage.

Thomasville and Americus in

and Beaufort in South Carolina.

NOTICE OF REQUEST BY
THE STATE OF GEORGIA
FOR STATE PROGRAM
APPROVAL
The State of Georgia has
submitted a request to the
Environmental Protection
Agency, Region IV, for
approval of a proposal to
administer the National
Pollutant Discharge
Elimination System (NPDES)
within the State.
According to the state's
proposal, the NPDES program
would be administered by the
Environmental Protection
Division of the Georgia
Department of Natural
Resources, 47 Trinity Avenue,
S.W., Atlanta, Georgia 30334,
telephone no. 404-656-4713,
under the direction of Mr. R. S.
Howard, Jr., Director.
Section 402 of the Federal
Water Pollution Control Act
Amendments of 1972 created the
National Pollutant Discharge
Elimination System (NPDES)
under which the Administrator
of the Environmental
Protection Agency may, after
the opportunity for public
hearing, issue permits for the
discharge of pollutants under
conditions that will ensure that
such discharges will meet all
applicable effluent limitations
of the Act.
Section 402 (b) of the Act
provides the Governor of a State
desiring to administer the
NPDES permit program to
control discharges into waters
within its jurisdiction may
submit to the Administrator of
theUnitedStates
Environmental Protection
Agency (EPA) a full and
complete description of the
program the State intends to
administer, including a
statement from the State
Attorney General that the laws
of the State provide adequate
authority to carry out the
described program. The
administrator is required to
approve each such submitted
program unless the program
does not meet the requirements
of section 402 (b) and EPA's
guidelines. Among other
authorities, the State must

have: (1) adequate authority to
issue permits which comply
with all pertinent requirements
of the Act, (2) adequate
authority, including civil and
criminal penalties, to abate
violations of the Permit, and (3)
authority to ensure that the
Administrator, the public, or
any other affected State, and
other affected agencies, are
given notice of each application
and are given the opportunity
for a public hearing before
acting on each permit
application. EPA's guidelines
establishing State Program
Elements Necessary for
Participation in the NPDES
were published in Volume 37 of
the Federal Register,
December 22, 1972 (40 CFR),
beginning at page 28390.
A public hearing to consider
the State of Georgia's request to
administer the NPDES permit
program has been scheduled for
Tuesday, April 30, 1974, and will
begin at 10:00 a.m. at the
Atlanta Memorial Arts Center,
1280 Peachtree Street, NE,
Atlanta, Georgia 30309.
The public hearing panel will
consist of the Administrator, or
his representative, who will
serve as the presiding officer;
the Director of the
Environmental Protection
Division of the Georgia
Department of Natural
Resources, or his.
representative; and the
Regional Administrator,
Region IV, or his
representative.
The following are policies and
procedures which shall be
observed at the public hearing:
(1) The Presiding Officer
shall conduct the hearing in a
manner that permits open and
full discussion of any issues
involved;
(2) Any person may submit
written statements or
documents for the record;
(3) The Presiding Officer
may, in his discretion, exclude
oral testimony if such testimony
is overly repetitious of previous
oral testimony or if such
testimony is not relevant to the
decision to approve or require
revision of a submitted State
program;
(4) Member of the Hearing
Panel may ask questions of
witnesses and respond to
questions and statements of
witnesses;
(5) A transcript of the
hearing, together with copies of
all submitted statements and
documents shall become a part
of the record submitted to the
Administrator; and

(6) The hearing record shall
be left open for a period of 7
days following the hearing to
permit any person to submit
additional written statements
or to present views or evidence
tending to rebut testimony
presented at the public hearing;
immediately following such 7
day period, the Regional

copy of the complete hearing
record to the Administrator,
Attention: Office of
Enforcement and General
Counsel.
All Interested persons
wishing to attend, to comment
upon, or to support or to object
to this state request are invited
to attend the public hearing
Written comments may be
presented at the hearing or
submitted by May 7, 1974, either
in person or by mail to the
Regional Office of the United
States Environmental
Protection Agency at the above
address.
..Oral statements will be
received and considered; but
for accuracy of the record, all
testimony, if possible, should be
submitted in writing.
Statements should summarize
extensive written material so
that there will be time for all
interested persons to be heard.
Persons submitting written
statements are encouraged to
bring additional copies for the
use of the hearing panel and
other interested persons.
All comments or objections
received by May 7, 1974, or
presented at the public hearing

before taking final action on the

MIDDLETOWN, Ohio (UPI)
— A complaint received by
police here Sunday of a “nude
man in the kitchen” sent
officers to the home of Mr. and
Mrs. Mike Marchette to inves
tigate.
Sure enough, Patrolmen Earl
Smith and Paul Judd confirmed
they found a male subject nude
in the couple’s kitchen. They
told headquarters, however, the
Marchettes spoke very poor
English and the subject of their
complaint probably wasn’t ca
pable of serving a jail sentence
or paying a fine for indecent
exposure.
Standing naked in the kitchen
was the two-year-old son of
Mrs. Sandra Pelfrey, a neigh
bor, who apparently had
stumbled into the wrong home
while playing outside.
