Dr. Miller warns
he might file suit

ATLANTA (UPI)-Dr. Gary
Miller called his dismissal as
Georgia Mental Health Director
an “unwarranted and vicious
action” Sunday and warned he
might sue the “vindictive men”
responsible for the move.
Miller would not say whom
he planned to sue, but said he
was fired last week by Board
of Human Resources Chairman
Jack Watson and Commissioner
Richard Harden.
Miller, 38, said in a news
conference in front of the state
capital building that he was
fired from the $41,000-a-year
post as director of the State
Division of Mental Health with
out warning on Friday.
Harden said the controversial
director was being dismissed
“in the best interests of the de
partment.” He said Miller had
been asked to resign, but had
refused.
Harden also said that the
former mental health chief was
“not productive in the fullest
sense” although he would not
go into details.
Miller told Sunday’s news
conference he had already ask
the Board of Human Re
sources to conduct a full probe
of the case and that he would
file suit in Fulton County Sup
erior Court seeking a restrain
ing order to reinstate his job.

“We are also contemplating
an action for damages against
the few individuals who engin
eered and orchestrated this at
tempt to destroy my career,”
he added.
He said the action against
him was “a deliberate, unwar
ranted and vicious action...
which has caused great person
al injury to me and to my wife
as well as to my professional
repuation.”

my performance in my job and
over my future.”
Miller was replaced by Dr.
William Douglas Skelton, a 36-
year-old psychiatrist, as acting
director. Skelton has been serv
ing as deputy superintendent of
the Mental Health Institute.
Miller said he knew of no
reason for his being fired and
that he did not know what
would happen to his controver
sial “open-door” policy at the
main state mental hospital in
Milledgeville.
The policy permitted visiting
between the sexes.
$650-fish
Insurance company says it could happen again

An insurance company that
paid $650 to the beneficiary of a
dead fish admits it could
happen again.

Insurance Co., said his firm has
about 325,000 college student
policies recorded in its Ok
lahoma City computer. Any one
of them could be a ringer, he
said.

Proxmire hurls
WASHINGTON (UPI) - Sen.
William Proxmire, D-Wis., ac
cused the Justice Department
today of being “a party to a
cover-up of criminal behavior”
in the case of A. Ernest
Fitzgerald, who was fired by
the Pentagon after disclosing
cost overruns in construction of
the CSA cargo plane.
Proxmire, in a statement
prepared for delivery to the
Senate, said the Justice Depart
ment should submit Fitz
gerald’s case, with all relevant
material in its possession, to a

BOSTON (UPI) — The
Massachusetts House has
turned down a proposal to
legalize prostitution in zoned
areas.
“There is nothing wrong with
prostitution, discreetly carried
on,” argued Rep. Barney
Frank, whose constituency in
cludes Boston’s “Combat
Zone,” of strip joints and other
night time activities.
Frank proposed permitting
prostitution in zoned areas of
Massachusetts cities, contend
ing this would be healthier than
the illicit flesh peddling which
goes on regardless of the law.
Rep. Bruce Zeiser, a foe of
the proposed legislation, said:
“Zoning is a regulation of the
use of land, and not of bodies.”

“In this age of computer
technology these things will
happen,” he said. “Worse
things have happened in other
places and I imagine other
things will happen. The prob
lem is still human, in our case,
the girl who programed it was
thrown by the metric numbers,
and the computer just didn’t
know any better.”

Fitzgerald’s testimony five
years ago concerning CSA cost
overruns, Proxmire said, re
sulted in his being “subjected
to a campaign of abuse and
harassment that boggles the
mind” and his eventual firing
—in violation of a law
prohibiting threats or injuries
to Congressional witnesses.
The senator, a frequent critic
of the CSA program, recalled
he had asked the Justice
Department to consider crimi
nal actions shortly after Fitz
gerald was fired as the Air
Force’s deputy assistant secre
tary for management systems.
“The response on the part of
the Justice Department was an
act of foot dragging that makes
the unfolding of the Watergate
story seem a model of speed,”
Proxmire said. “From Nov. 22,
1969, to Dec. 12, 1973, the
Department delayed, postponed
and put off any action in the
case.”
Then, after the Civil Service
Commission ordered Fitzgerald
restored to his job, Proxmire
said, the Justice Department
advised him that testimony
before the commission did not
justify any criminal charges.
Proxmire said the commis
sion’s decision showed Robert
C. Seamans, then the Air Force
Secretary, “had falsely accused
Fitzgerald before a congres
sional committee of leaking
classified information.”
The incident occurred last
year after Stan Mazanek
received a mailer addressed to
“Occupant” that offered a
$5,000 life insurance policy for
$1 for six months. He took it.
But rather than take out the
insurance on himself, Mazanek
decided to insure his guppy,
which obviously had a shorter
life expectancy than he did.
Stan filled in all the blanks on
the form:
“Age of insured: 6 months.
Weight: 30 centigrams. Height:
3 centimeters.”

“It also demonstrated that
Gen. Joseph Cappucci, former
Director of the Air Force Office
of Special Investigations, had
initiated a security investiga
tion of Fitzgerald on the basis
of unfounded charges and had
then proceeded to destroy
information arising from the
investigation that was favorable
to Fitzgerald,” Proxmire said.
“The derogatory charges were
kept in the file while proof that
these charges were false was
destroyed.
