I Slow vote counting WASHINGTON (UPI) - Mayor Walter Washington has promised action to prevent a recurrence of the frustrating vote counting delays after last Tuesday’s primary elections in the District of Columbia. Unofficial final returns in the primary races for mayor and City Council, the first in the city in 104 years, were not released until last Friday afternoon, partially because a primary computer broke down and thousands of paper ballots were rejected by the computer because they were folded or improperly marked. Washington, who won the Democratic mayoral nomina tion, said Sunday he would support a City Council investi gation and ask his own staff to review the system set up by the Elections Board to process ballots. “It must not happen again,” he said.
