In its largest enforcement crackdown ever, the EPA sent letters to TVA board chairman Aubrey J. Wagner stating that plant officials in each state have 30 days to request a form al administrative hearing with EPA or an informal talk with agency administrators to work out construction schedules for voluntary compliance. “We feel that TVA has a quasi-corporate status because of its bylaws — it’s allowed to float bonds, etc.,” said Paul J. Traina, the Region IV EPA en forcement chief. “We’ve issued the notification on the basis that they’re not strictly a federal agency, but a kind of corpora tion. “This is the largest utility that we’ve issued a notice against,” said Traina. “We’ve issued notices against Gulf Pow er (Florida panhandle) and Tampa Electric Co., and a few paper pulp plants, but nothing this big.” Each state can adopt its own schedule of compliance under the federal Clean Air Act as long as the installation of emis sion-control devices is complet ed by 1975. Each state files its schedule for compliance and the EPA monitors construction to make sure the facilities will be ready on time. Traina said the letting of con tracts and start of construction has lagged behind schedule in TVA’s case. He said if the as- Tobacco prices decline VALDOSTA,Ga. The market news service re ported the practical top price remained sll2 per hundred pounds but several grade aver ages showed $1 changes com pared to last Thursday’s prices, with a few more losses than gains. Volume remained heavy with 4,990,460 pounds sold. This brought the season total to 179,957,627 pounds for an aver age of $102.41 per hundred pounds. In Tennessee, the affected TVA plants include Bull Run at Oak Ridge, Johnsonville at Waverly, Gallatin and Kingston. The EPA also cited the Colbert plant at Tuscumbia and the Widow’s Creek plant at Steven son in Alabama, and the Para dise plant at Drakesboro and the Shawnee plant at Paducah in Kentucky. “Specifically, the above-listed plants have not satisfactorily met the first three increments of progress,” said the EPA notice. “These regulations are part of a federally approved implementation plan applicable to the air - quality control regions.” Horse trainers fined ATLANTA (UPI)-Two horse trainers have been fined a total of $1,325 by the U.S. Depart ment of Agriculture for alleged ly showing “sored” horses in two Alabama horse shows. Steve Corley, of Evans, Ga., was fined $625 for allegedly showing a sored horse at the Southern Championship Charity Horse Show in Montgomery, Ala., Nov. 9, 1972. USDA offi cials said Corley’s horse, Black Widow, had inflamed front feet which were sensitive to the touch. Knute Christian, of Tusca loosa, Ala., was fined S7OO for allegedly entering a sored Ten nessee Walking horse in the Junior Welfare Association Charity Horse Show at Tusca loosa June 16, 1973. USDA officials told a federal administrative law judge that Christian’s horse, Rocky’s Pride, had been sored by plac ing wrappings containing oil of mustard on its front legs. Christian had denied the charge and claimed it constitut ed double jeopardy since he was acquitted last November of criminal charges on the same alleged offense by a federal court jury. Corley consented to a USDA order under administrative pro ceedings in place of a formal hearing. This permitted him to pay a fine without admitting or denying the charges.
