Page 11 Bike safety down By FRANK MACOMBER Copley News Service Bikes are beautiful, but the lack of bicycle safety is not so pretty. Recently a 16-year-old girl was killed in Fairport, N.Y., when her bicycle collided with another two-wheeler. About that time economists were predicting that by 1980 bi cycles would outnumber cars on U.S. roads for the first time since Harry Ford intro duced the Model T about 60 years ago. The resurgence of bicycle popularity, while it is a healthy sign for the prospect that Americans can begin cut ting back on motor fuel, nevertheless underlines a lot of safety problems. Last year, U. S; bike sales of 15.8 million topped auto sales for the first time since the American motorist began his love affair with the car. The U.S. Bicycle Institute says 80 million bikes are on the road, compared to 101.5 million autos. The fact that bicycle safety programs aren’t keeping pace with sales is reflected in the Edwards on the estate of James Ernest Edwards. An estimated 1,250 cyclists were killed last year in bi cycle accidents. Injury esti mates range all the way from the National Safety Council’s 40,000 to the U.S. Consumer Products Safety Commis sion’s one million. And the average age of bike deaths is going up as more and more adults take to two wheels. About half of all new bikes are bought and used by adults. Perhaps the most con cerned observer of the bicycle safety scene is the Highway Users Federation, a nonprofit group promoting traffic safety and highway efficiency for anything on wheels and pedestrians as well. Robert M. Calvin, a traffic safety educator and the federation’s youth safety pro gram manager, says one of the big problems is convinc ing bicyclists that, like motor ists, they also are bound by traffic rules. “Statistics suggest that in three out of four collisions with motor vehicles, the cyclist violated a rule of the road at the time of the acci dent,” he points out. He emphasizes the need for stiffer laws and ordinances governing bike traffic. Lack of uniform rules of the road for bikes, Calvin says, only creates confusion. He cites these examples: Thirty-two states require cyclists to ride as near the right edge of the roadway as possible. The rest have no such law. Thirty states allow cyclists to ride two abreast; the Dis trict of Columbia allows it under safe conditions and three states — Massa chusetts, New Jersey and Wisconsin — require cyclists to ride single file. The rest have no rule one way or the other. Calvin says improved law enforcement by police, acci dent reporting and bike safety education are other “musts” for a widened bicycle safety program. As the bike boom continues upward, he warns, highway planners and traffic engineers will have to make room for safe, nonmotorized move ment along and across major traffic arteries. Many large cities already are providing bike paths which are off limits to motor ists. But these usually are along roadways in parks and other recreation areas. The bicycle is becoming a transportation mode for the worker along with the recrea tion seeker. So the cyclist must be protected somehow on business thoroughfares as well as on parkways.
