Farming brings
Thai success
By EDWARD NEILAN
Copley News Service
Thailand is one of the ma
jor success stories of Asia.
1116 prime reason for that
success is the solid base pro
vided by the country’s agrar
ian economy. Eighty per cent
of the 40 million Thai popula
tion lives in the countryside.
It is from the agricultural
base of small farms, farming
communities and fishing vil
lages that the country draws
its real sustenance and
strength.
If you were suddenly para
chuted into the intersection of
Rajadamri Road and Ploen
chit Road in downtown Bang
kok at rush hour, you might
have a different impression.
Aside from believing you
had landed at the corner of La
Brea Boulevard and Wilshire
Boulevard in Los Angeles by
mistake, you would probably
write home that “Thailand is
a busy, industrialized nation
with an economy based on
imported Japanese cars and
motorcycles.”
One recent academic study
came close to that conclusion
when it pronounced, in
tongue-in-cheek tone, that
Bangkok had become the first
capital of a developing coun
try to achieve the 24-hour
traffic jam.
Outside Bangkok, Thai
land’s predominantly rural
character becomes evident
very quickly.
Take a look at some of the
pluses on Thailand’s agricul
tural balance sheet:
— Population density is 172
persons per square mile,
much less than most Asian
countries.
— The country is a food ex
porter, the famed “rice bowl
Os Asia” which Communist
planners were said to covet
as a military target. In strict
ly economic terms, it would
be cheaper for Communists
to buy rice from Thailand
rather than invade the coun
try and take it.
— Last year, Thailand’s
agricultural exports of two
leading crops — rice and sug
ar — doubled, reaching $675
million. That helped offset a
bill for Middle East oil that
went from $230 million to S6OO
million.
— Rice productivity per
acre is on the increase from a
relatively low base, meaning
that Thailand’s future as a
rice exporter is even more
bright.
The sturdiness of the agri
cultural sector was responsi
ble for Thailand showing an
estimated $350 million trade
surplus, largest ever for the
nation that has never known
colonialism.
Despite the strength of ag
riculture in Thailand, foreign
intellectual critics and pre
sumptuous sourpusses al
ways seem to find negative
things to emphasize about the
place.
For instance, the nation’s
recent elections were hardly
completed when predictions
began appearing in print that
another military coup would
happen soon to reinstate mili-
there anything I can do about
it now? — Anon.
A. Definitely! The first
three months of each year are
open enrollment periods for
both parts of Medicare (Hos
pital and Medical Insurance).
People who sign up between
now and March 31 will be cov
ered beginning July 1, 1975.

curity office for more details

Q. Is it possible to arrange
a lump-sum settlement with
Social Security prior to re
tirement in lieu of regular
monthly benefits? — A.C.C.
A. Such an arrangement is
not possible. A person is al
lowed to choose between re
duced benefits at age 62 or
full benefits at age 65. Your
question has been raised oc
casionally, but most people
prefer to have their Social Se
curity in the form of a regular
monthly benefit.

tary rule.
Sure, that could happen.
But the first crack at forming
a government by new Prime
Minister Seni Pramoj, 69,
suggests that there will be
room for a variety of faces,
military as well as civilian.
Seni, a former Thai ambas
sador to the Urtited States and
a distant cousin of King
Bhumibol Adulyadej (the
kind of relative that’s nice to
have), has long opposed mili
tary rule.
On the other hand, he is a
realist who understands that
the agrarian base of Thai
land’s success needs protec
tion. He believes that, under
present circumstances, the
continued presence of 25,000
U.S. troops on Thai soil is a
good thing.
Critics bring out their
scorecards of optimum con
ditions to show where Thai
land falls short in some de
partments. The point is, the
Thais are making progress
across the board.
If one insists on playing the
comparison game, why not
compare Thailand with those
Communist “utopias,” North
Vietnam and North Korea?
SENSE OF HUMOR
CLEVELAND (UPI) - Dr.
Mehdi Razavi, who had Saudi
Arabian King Khaled as a
patient in in the Cleveland
Clinic in 1972, describes the
king as “a man with an obvious
sense of humor.”
“His servant brought three
beautiful glasses filled with
camel’s milk,” Razavi said.
“He told me if I had problems
with indigestion, complain to
the camel.”
