GOP out of swim |

' WASHINGTON (UPI) — The nationwide public opinion
poll commissioned by the Republican National Committee
recently had more bad news in it for the GOP than the
highly publicized finding that the party commands the
allegiance of only 18 per cent of the voters.
The survey, by the Market Research Opinion firm, also
demonstrated that Republicans are farther away from the
mainstream of public attitudes on most specific issues
than either Democrats or citizens who call themselves
independents.
MRO put eight individual issues to a sample of 2,010
persons and asked them to rate their opinions on a liberal
conservative scale of one to seven.
Self-styled independents were closest to the overall
average on five of the issues; Democrats closest on two;
Republicans on one. And on five of those issues, the
Republicans were farther away than the average
American opinion than either of the other two political
groups.
These findings contribute to the explanation of why the
Republican party now runs third in the so-called two- |
party system, but they do not support the repeated
statements of GOP leaders that the survey shows the
party is “positioned correctly” on the issues.

The leadership position has been that the GOP’s big
problem is that it has failed to convey the party’s real
position to the public, that it has an “image” problem.
That is not what the survey says. It says that people who
call themselves Republicans are more “conservative”—
in the survey’s own terms —and farther from the average
American than independents and Democrats on economic
issues such as the use of wage, price and profit controls
and health insurance and on social issues such as the
legalization of marijuana and control of pornography.
The sole issue on which the self-described Republicans
were closer to the national average than Democrats or
independents was on a question of whether the United
States should sell more grain to foreign countries to help
prevent starvation.
In framing the questions, the Republicans sought to get
a full range of opinion, from extremely liberal to
extremely conservative.
For example, the question on the economy asked each
person to place himself on a sevenpoint scale that ranged
from complete government control of wages, prices and
profits (1) to complete free competition (7).
The average rating was 4.21. Persons who classed
themselves as independents were closest to the
mainstream with a rating of 4.4. Republicans were second
at 4.5 and Democrats third at 3.89.
On a question about health care, with government
insurance assigned the “liberal” end of the scale and
private insurance given the “conservative” side, the
average for the entire public was 3.63. Again, the
independents were closest to the mid-point at 3.59. The
Democrats were second at 3.27 and the Republicans third
at 4.55.
The poll also asked some “social control” questions. On
ii marijuana, it gave the choice between legalization (1) or
| higher penalties (7). The public average was 5.09, and the
Democrats were closest to it with 5.24. The independents
were second with 4.71 and the Republicans third at 5.56.
On pornography, the question was whether there should
be stricter control laws, or whether the government
| should stay out of the area. The average was 4.65, and
again the Democrats were closest with 4.8, independents
second with 4.34 and Republicans last at 5.01.

Nunn wants
consistent
energy plan

Sam Nunn, D-Ga, called on
President Ford Wednesday to
develop a consistent national
energy conservation policy and
“stop talking out of both sides
of his mouth.”
“The American people cannot
be expected to understand our
national energy policy when we
sell arms and military supplies
to Iran and Saudi Arabia on
one hand and announce our
intention to break the cartel of
oil producing nations on the
other,” Nunn said.
CIA ship is out to sea again
LONG BEACH, Calif. (UPI)
— The Glomar Explorer, the
CIA ship that plucked part of a
Russian submarine off the
bottom of the Pacific Ocean,
has put to sea again, presuma
bly to rehearse plans to
retrieve the rest of the sub.
The ship sailed Wednesday

The ship was built, at an
estimated cost of S4OO million,
under the cover story that it
was financed by billionaire
Howard Hughes and designed
for exotic undersea mineral
prospecting and recovery.
Over the past several months,
the story leaked out that the
CIA designed, financed, built
and staffed the ship to recover
a Russian submarine that sank
700 miles north of Hawaii in
1968.
Reports attributed to intelli
gence sources said the opera
tion succeeded in recovering a
third of the submarine last
year.
The Los Angeles Times
reported earlier this month that
the whole submarine had been
raised a mile off the ocean
bottom, a third of the way to
the surface, when the giant

claw that gripped the sub
broke, and two thirds of the
ship sank again.
The Times said the barge
was in Redwood City, Calif.,
being outfitted with a new claw,
and another recovery attempt
could be mounted this summer.
The newspaper said then that
the first expedition had recov
ered the body of a young Soviet
Navy nuclear weapons specia
list, with his two-inch thick
technical journal, and nuclear-

tipped torpedoes.
The second expedition is
believed aimed at recovering
the sub’s conning tower, which
presumably contains secret
codes and cryptological equip
ment and a Russian missile
with a nuclear warhead.
