Childers sees need for more sewerage.
“Providing county-wide se
werage is the only way Spalding
County can grow in an orderly
manner,” Commissioner Reid
Childers observed after at
tending the state county
commissioners convention at
Jekyll Island this week.
He came back from the three
day session enthused and filled
with plans for Spalding Coun
ty’s growth.
Mr. Childers said he is proud
to be a county commissioner, an
office which at the grass roots
level is closer to the people than
any other governing body, he
stated.
He said he especially was
impressed with the high caliber
of Georgia’s County Com
missioners.
“Local governments
throughout the state would be
better if all county officials and
employes could have attended,”
he added.
He went over some of the
events of the meeting yesterday
at a called press conference.
After July, a land use plan
study will be made which will
improve the county, he said.
Childers said he was told
Spalding was behind in
development and such an en
vironment study should have
been made 10 years ago.
“We should have gotten help
in putting in county sewerage.
I’m looking forward to that. It’s
the only way Spalding can ever
grow in an orderly manner, as
there is land all over the county
which will not support septic
tanks."
“If the county works at it, we
can put in sewerage without
much expense to the property
owners,” he stated.
Childers explained this could
be handled through the county’s
bonding power without touching
ad valorem taxes; or federal
grants could be obtained for the
major work, with property
owners footing the bills i< r the
lateral ines.
“If a large industry needing a
20-acre site wanted to locate
here, there would not be a place
with sewerage for it. Utilities
are basic to proper growth. We
cannot grow without sewerage
in rural areas,” he continued.
Emest Barrett, chairman of
the Cobb County com
missioners, was one of the
convention’s speakers who told
how his county was not
prepared for its rapid growth.
“With an environmental
study, we can improve the
quality of the county. The
planning board can decide if a
subdivision should be put in a
certain area which already may
be too crowded,” he stated.
Childers said he hopes the
public will respond to a hearing
on enviromental study Tuesday,
April 29 at 7:30 p.m. It will be
held in the Spalding County
Courthouse.
Spalding will have to call a
referendum on the local option
sales tax, a tax which Childers
thinks leaves a lot to be desired.
If it passes, the state will
charge one percent for
collecting the tax and will send
the remainder back to the local
governments. The county must
use its share to reduce ad
valorem taxes. The city must
apply its share to ad valorem
taxes for the first year. After
then, the city’s money can be
used in any way, he explained.
Many people think revenue
sharing is a government han
dout, Childers said. At first he
thought so, too, he admitted.
Guerrillas patrol
As black-clad guerrillas patrolled the Phnom Penh
today the Communist-led Khmer Rouge took over the
running of the city and moved to put down the last
resistance in the provinces of Cambodia. Some members
of the fallen government were setting up an anti-
Communist resistance base outside Phnom Penh,
according to sketchy reports reaching Saigon. A handful
of the previous government’s members turned
themselves in to the new government, but most fled by
plane and helicopter to various places both in and out of
Cambodia.

He explained that revenue
sharing funds are simply the
peoples’ income taxes which
have been sent to Washington
and are being returned to them
through the local governments.
In a study of improvements of
the courts and legal system,
Childers learned Spalding will
receive two dollars per day in
state funds for each state pris
oner housed at the Spalding jail.
The Spalding commissioner
said his goals are to make
Spalding a more desirable
county in which to live. He came
away from the convention
ready and willing to work at it.

Nixon
Nixon library discussed
WHITTIER, Calif. (UPI) — Former President Richard
Nixon met this week with an administrator of Whittier
College, where he went to school, to discuss plans for a
possible Nixon library.
Thomas W. Bewley, chairman of the school’s board of
trustees, said he met “for some time” with the former
president at his San Clemente estate Monday. Nixon “is
vitally interested in making his personal documents and
mementos available both to historians and the general
public” and promised Whittier College “would be a part”
of his final decision, Bewley said.
The college has already been given the assets of the
Nixon Foundation, formed to build a Nixon presidential
library before his administration was shattered by
Watergate.
No movies for her
ORANGE PARK, FLA. (UPI) — There will be no
moviemaking for Russian actress Victoria Fyodorova
during her 90-day visit to the United States, according to
her American father, retired Rear Adm. Jackson R. Tate.
The 29-year-old child of Tate and Russian comedienne
Zoya Fyodorova, Victoria plans to travel to Hollywood on
May 11, but she’ll be going as a tourist.
“She couldn’t make a film if she wanted to,” Tate told
reporters. “She’s under contract in Moscow ... on one
month’s vacation and off two without pay."
Mailman will knock
OAKLAND, Calif. (UPI) — The mailman will be
knocking on the doors of 800 of the nation’s top business
executives and 100 persons of “substantial means” with a
letter asking for a |1 million contribution to help
Indochina refugees.
“I want your commitment for |1 million and I want it
today,” wrote Edward J. Daly, president of World
Airways, the line that brought the first group of orphans
out of Vietnam. “I’m counting on you and the other
business leaders of America to do what is right and
necessary in the short time remaining to us.”
Says hell be back
TOPEKA, Kan. (UPI) - Alf Landon says he will be
back at work in his radio station next week.
The former Kansas governor and 1936 Republican
presidential candidate, 87, hospitalized two days with an
intestinal disorder, returned home Thursday and spent
some time in his rock garden.
“I don’t feel up to par by a long shot,” Landon said. “My
wife’s been trying to get me to lie down on the couch and
be quiet.”
Landon was taken to the hospital Tuesday after he had a
fainting spell in his office. Doctors said his illness did not
involve a heart problem.

Center under attack
SAIGON (UPI) — A major military communications
center at Phu Lam, within five miles of Saigon, was
attacked today by a squad of Communist commandos.
However, the attack was turned back before the 20 raiders
were able to set off explosive charges. Sources said
Communist raiders also tried to break into the Long Binh
army base, 14 miles northeast of Saigon, Thursday night
but were turned back by defenders. Government officials
in Saigon reported plans have been made that would
enable the city to withstand a siege, if one is mounted.
Congress may deny aid
WASHINGTON (UPI) — It now seems certain Congress
will deny any substantial military aid to
South Vietnam. And the Senate Foreign Relations
Committee is withholding a recommendation for S2OO
million for evacuation and humanitarian aid until
assurance is received that the departure of Americans
from the country is being speeded up. In spite of all this,
the White House is pleased with the progress Congress
was making, according to Press Secretary Ron Nessen.
Connally acquitted
WASHINGTON (UPI)—A federal court jury deliberated
for six hours and 45 minutes Thursday, then acquitted for
mer Treasury Secretary John Connally of charges of
accepting bribes for obtaining higher milk price supports.
After the jury foreman read the verdict, Connally, his
family, and defense lawyers burst into a round of bear
hugs, back slapping, kisses, smiles and tears.
Emmy Awards made
HOLLYWOOD (UPI) —The Emmy Award nominations
were made public Thursday, and a special, “QB VII,” got
the most, with 13. The series ranks was led by “M-A-S-H,”
with 11. The nominations were made by the 1,200
members of the Academy of Television Arts and Sciences,
and the awards will be made public in televised
ceremonies May 19.
