White House says Nixon letter nothing new
WASHINGTON (UPI) —
Nguyen Tien Hung, a member
of the South Vietnamese cabi
net, says former President
Nixon secretly committed the
United States in writing to
“swift and severe retaliatory
action” if North Vietnam
violated the Paris accords.

commitments were publicly
announced at the time. Con
gress reversed whatever pro
mises existed in August, 1973,
by banning U.S. combat activi
ties in Indochina.
On Wednesday, Hung
released what he said were
copies of two letters from
Nixon to former South Viet-
namese President Nguyen Van
Thieu, written in an effort to
convince Saigon to sign the 1973
peace agreement which allowed
the United States to withdraw
its soldiers.
President Ford’s press se
cretary, Ron Nessen, said, “as
far as we can determine they
are genuine.” One, dated Nov.
14, 1972, said:
“You have my absolute
assurance that if Hanoi fails to
abide by the terms of this
agreement it is my intention to
take swift and severe retaliato
ry action.”
Another of Jan. 5,1973, said:
“You have my assurance of
continued assistance in the
post-settlement period and that
we will respond with full forie
should the settlement be
violated by North Vietnam.”
Nessen said, “I read the
letters and I reviewed the
public records in somewhat
more detail than I did before
and I’m convinced that what
we said at the time still holds
today —that there is nothing in
the letters to Thieu that differs
in substance from what was
said publicly.”
One of those public state
ments was a joint comminique
between Nixon and Thieu April
3,1973, which said violations of
the agreement “would call for

appropriately vigorous reac
tions.”
Ford said April 21 that he
had discussed the commitments
with Nixon and “he reiterated
what I have said, that the
public record corresponds with
the private correspondence in
reference to the commitments,
moral or legal or otherwise.”
