When should you
file for benefits?

Q. When is the best time to
file for Social Security retire
ment benefits? — Mrs.
L.J.B.
A. That depends on what
your individual retirement
plans are. If you plan to retire
at age 62, you should call your
Social Security office three
months prior to your 62nd
birthday.
If you are uncertain about
retirement plans, you should
inquire at 62 anyway, so that
the various retirement op
tions may be explained to
you.
If you plan to continue
working past age 65, you need
to contact Social Security
three months prior to your
65th birthday to file for Medi
care coverage. Medicare will
help to pay your hospital and
doctor bills starting with the
month you attain age 65
whether you are retired or
not.
Q. How can one tell if he has
high blood pressure? — V.H.
A. Unless you see your doc
tor, chances are that you
can’t. As a rule, hypertension
is detected during routine
physical examination of an
apparently healthy person. If
detected early enough, high
blood pressure can be treated
and controlled.
Great strides have been
made in the last 20 years in
developing drugs that can
help control blood pressure.
If your doctor determines
that you have high blood
pressure he will probably
prescribe one of these drugs
for you.
A change in your living
habits can also help control
high blood pressure. You

Industry’s historically ear
shattering Anvil Chorus —
the jarring clank-clank-clank
of steel hitting steel — has all
the aural impact of a feather
hitting a water bed these
days.
Capital spending is as
muted as Brahams’ “Lull
aby.” Business in the
Blacksmith Belt is slow. And
why not? Business is operat
ing at two-thirds of capacity.
(According to McGraw-Hill’s
Economics Department, the
rate of capacity utilization
dropped to 66 per cent in May
from the 67 of March and
April; the May rate was 17.5
per cent below May of 1974.)
Estimates for capital
spending this year vary.
McGraw-Hill now pegs it at
>118.6 billion. That’s down
from an expectation of $125.8
billion when the company
took its first survey of busi
nessmen in the fall of last
year.
“Our current forecast is for
a 2.5 per cent increase in cur
rent dollars this year. In real
(after-inflationary) terms,
this is about a 10 per cent de
cline,” said Douglas Green
wald, McGraw-Hill’s chief
economist. “Next year, we’re
looking for a 12 per cent cur
rent dollar increase; this
would be up only 1 per cent in
real terms,” he said.
Other forecasters are a
good deal less sanguine.
Lionel D. Edie & Co., the eco
nomics arm of Wall Street’s
Merrill Lynch, Pierce,
Fenner & Smith, pegs capital
spending at just sll4 billion
this year and sllO billion in
1976. In real terms, that’s al
most a double-digit percent
age drop next year, when in
flation should be down sub
stantially.
That's a long way from the
Golden Years. Back in the

1— Control tension; avoid
situations that put you under
an emotional strain.
2— Watch your diet. Obese
people are more likely to
have hypertension. You may
have to limit your salt intake
too.
3 — Exercise moderately.
4 — Stop smoking.
Q. Is there any way that
work performed outside the
U.S. can be covered by Social
Security? — S.H.
A. Work outside the U.S. is
excluded from Social Secu
rity coverage unless:
1— The work is performed
by a U.S. citizen for an Amer
ican employer or for an
American corporation’s for
eign subsidiary for which
coverage has been arranged;
or,
2 — The work is performed
on or in connection with an
American vessel or aircraft if
the contract of employment
was entered into within the
U.S. or if the vessel or air
craft touches at a port or air
port in the U.S. while the em
ploye is working on it.
Q. If a single woman is
drawing Social Security and
marries, will it drop in per
centage or stop paying en
tirely? — G.L.
A. Neither. As a matter of
fact, she may receive more.
She might be entitled to high
er wife’s benefits on her hus
band’s account. At any rate,
she won’t get less than she
was receiving before she was
married.

off, but rose by 9.1 per cent
and 12.8 per cent in 1972 and
1973 before the slippage
started (it was off 0.4 per cent
last year.)
One reason the Edie econ
omists are pessimistic is the
Edie Index of the Incentive
for Capital Spending, which is
computed from a number of
guideposts, including after
tax profits, net cash flow,
capacity operating rates and
others. This index (1957-59
equals 100) dropped from 200
to 120 from 1968 to 1970,
soared to 230 in early 1973 and
plunged to below 100 early
this year inching up to a sorry
105 now.
