of the advantages of merger

He commented if a vote had
been taken during the city

people would have been for
merger.
It was brought out that the
city and county have many
duplications which could be
operated cheaper if combined.

STRAW VOTE
At the end of the meeting the
straw vote was counted.
There were 44 no votes on the
question of a complete merger
between the City of Griffin and
Spalding County governments.
Ten voted yes.
The vote was 38 no and nine
yes on a partial merger of
services between the two
governments.
Thirty-seven thought the
Chamber should not continue its
merger study, with 22 voting
that it should.
CHANGE PLAN
At first it was announced that
others not attending the
meeting could cast their votes
at the Chamber office through
Friday. But that decision was
changed when opposition arose
and some claimed the ballot box
might be stuffed.
“It wouldn’t be fair to those of
us who took the trouble to come
here tonight,” a man protested.
Mr. Hornsby said the findings
will be presented to the
Chamber director who will
make the final decision on
whether to continue the study.

Terrorists kill
three policemen
By PETER UEBERSAX
MADRID (UPI) - Bands of
terrorists armed with sawed-off
shotguns killed three Madrid
policemen and critically wound
ed a fourth today while an
emotional crowd of a million
persons celebrated the 39th
anniversary of Generalissimo
Francisco Franco’s rise to
power.
Franco, angered by wide
spread European and world
reaction to Spain’s execution of
five terrorists Saturday for the
slaying of other policemen, said
the violent anti-Spanish reac
tion was a foreign plot against
Spain by Free Masons and
Communists.
The almost simultaneous at
tacks on policemen in different
parts of the city was the largest
guerrilla operation of a wave of
political violence that has hit
Spain in recent months. It
brought angry roars from the
crowd of 500,000 persons
jammed into 25-acre Plaza de
Oriente Square who shouted,
“The Army to Power!” and
“Terrorists to the Wall! ”
With his voice sometimes
trailing off and becoming
inaudible, the 82-year-old Fran
co said the foreign campaign
was the result of a “plot
hatched by left-wing Masonism
in the ruling class (of Western
European countries) and Com
munist-terrorist subversion in
the social field.”
Many Western diplomats ear
lier boycotted a reception
marking the 39th anniversary
of Franco’s proclamation as
Spain’s Caudillo (leader) during
the civil war. At least 15
nations have recalled their
ambassadors from Spain in
protest against the executions.
Their countries had been
angrily denounced Tuesday
night by Premier Carlos Aria
Navarro for what he called
their “boundless hypocrisy.”
Deaths of the policemen
today brought to 22 the number
slain by guerrillas this year.
More than 30 civilians died in
political violence during the
same period.
Spain executed five terrorists
last Saturday for slaying
Spanish policemen—a move
that touched off anti-Spanish
demonstrations throughout
Europe and South America in a
wave of continuing resentment
against Franco’s role in the
Spanish Civil War and his
authoritarian rule.
The great crowd in Plaza de
Oriente Square assembled to
demonstrate its support for
Franco and to protest terrorism
and what Spain considers
foreign intervention in Spanish
affairs.
Franco said the wave of
international protest “honors us
and debases them.”
A roar went up from the
crowd.
“Terrorists to the wall!”
thousands shouted.
Franco said police and the
army would guarantee Spain’s
peace.
