The overlooked importance
of the move is that it is the
very first Asian initiative put
forward by the United States
since the loss of Indochina.
For all the expressed in
clination to sweep that ex
perience under the rug, it
simply cannot be done. Every
capital in Asia has been wait
ing to see what statements,
gestures, actions the United
States would take in the af
termath of the disasters in
Vietnam, Laos and Cam
bodia.
AU that talk about the
United States “living up to
our commitments” in Asia
did not carry much weight.
On the other hand, Kissin
ger’s positive proposal on a
movement toward easing
tensions in Korea, did have
impact among Asian diplo
mats.
Such a four-party confer
ence, Kissinger said, could
explore the possibilities of a
larger conference that might
include the Soviet Union and
Japan “to negotiate a more
fundamental arrangement.”
The U.S. initiative also
served a purpose by reiterat
ing before the world body just
what is the issue on the Ko
rean peninsula today.
While the tough domestic
practices of the Seoul govern
ment in the South have been
getting headlines along with
calls for removal of the 40,000
U.S. troops stationed there,
those are not the basic issues.
The crux of the matter in
Korea is whether there
should be one or two Koreas.
South Korea would like to
formalize the division of the
peninsula on the model of
East Germany and West Ger
many.
North Korea wants a one-
Korea solution and wiU only
settle for unification on its
own terms (communism).
The United States supports
South Korea actively. Japan
could be said to support this
position also, if somewhat
less forcefully.
North Korea’s chief back
ers are the People’s Republic
of China and the Soviet
Union. They lend at least
moral support to Pyong
yang’s one-Korea line. But
Peking and Moscow are
rivals. Also, their position is
weakened by the fact that
both support “two Germany”
and “two Vietnam” solutions,
even though the regarding of
today’s Vietnam as two dis
tinct entities is slightly
ridiculous.
The United States wants to
get the parties talking to
come up with some kind of
arrangement to replace the
1953 armistice agreement.
Uncle Sam is saying, “Let’s
come up with something bet
ter to formalize a two-Korea
settlement.”
North Korea is not ex
pected to agree. But the U.S.
initiative helps to draw world
attention to the real issue
here and to divert emphasis
from peripheral consider
ations.
South Korea wants to stand
alone; to be independent and
continue its very dramatic
economic growth perform
ance.
North Korea wants to ab
sorb South Korea and use the
South’s economic strength to
bolster its own sagging
economy.
Can Peking and Moscow
exert some subtle influences
on North Korea’s Kim 11-sung
to get him to change his mind
and accept a perpetuated two
Koreas? The German prob
lem was finally eased when
Chancellor Willy Brandt
stopped talking about “one
Germany.”
