Veto fight shapes
WASHINGTON (UPI) — A veto fight between President
Ford and Congress now will determine whether income
taxes will rise early next year.
The groundwork was laid Wednesday when the Senate
Finance Committee rejected Ford’s call for a ceiling on
federal spending. The committee then approved a six
month extension of 1975’s lower tax rates.
Senate Democrats, meeting in caucus, voted
unanimously to support the Finance Committee’s position
while Ford told Republican congressional leaders there
was no way he would back down from his threat to veto
any tax bill that did not include his $395 billion ceiling on
fiscal 1977 spending.
The Democrats decided that if Ford vetoes the bill, if
Congress cannot override it and Ford calls a special
session as he has threatened, they will send him the same
bill again.
A number of Republicans apparently lack enthusiasm
for Ford’s hard-line position, and it may be difficult for
the White House to gain the necessary one-third of either
house to sustain the veto.
Hoffa witness facing jail
DETROIT (UPI) — The brother of a New Jersey man
accused by a government witness in the disappearance of
former Teamsters boss James Hoffa faces jail if he
refuses to answer questions before a grand jury probing
the case.
A federal judge granted Stephen Andretta, 40, of Little
Ferry, N.J., immunity from state or federal prosecution
Wednesday in exchange for his testimony and ordered
him to appear before the federal grand jury today.
Refusal by Andretta to testify would leave him open to
contempt charges and possible imprisonment.
Minutes after U.S. District Court Judge Ralph M. Free
man’s order, U.S. Attorney Ralph B. Guy Jr. told
newsmen the FBI had developed “significant leads” in
the case, but that he expected no arrests or indictments in
the near future.
He said the FBI was conducting an intensive probe that
spilled across several state borders and that he expects
the investigation to continue for some time.
Eighth body found
PROSPECT, S.C. (UPI) — Deputies found an eighth
body Wednesday—a child between two and four years old
—buried near a swamp outside this farm village and said
they would continue their search of the area.
Three men have been charged with the murders of the
only three victims yet identified, but no motive has been
offered.
Florence County Sheriff Frank Barnes said his men
would be digging in the same area again today.
Authorities began finding decomposed bodies in shallow
graves last Thursday near this tobacco farming
community.
Tight security was maintained around the area all day
Wednesday with only law enforcement officers allowed
near the site. Barnes told newsmen of the latest find after
digging had stopped for the night.
“We found a body of what appeared to be a two-to four
year-old child,” Barnes said, adding the body was too
decomposed to determine the sex of the child.
Bring them under law?
WASHINGTON (UPI) — President Ford’s top adviser
on issues affecting Spanish-sumamed Americans says the
government should bring the millions of aliens illegally in
this country under the law instead of trying to arrest and
deport them.
He urged legalizing those already in this country,
saying it would be impossible to apprehend illegals
“without turning the U.S. into a police state.” But he
proposed tighter laws to discourage more illegal aliens
from coming.
Presidential assistant Fernando E.C. deßaca said
Wednesday, “It is imperative to regularize the status of
such persons so that they will not be exploited and they
can better integrate themselves in our society as a
whole.”
He said there should be a “systematic approach ... to
understanding and describing the problem and the
characteristics of the people who want to come to the U.S.
badly enough to break the law to get here. ”
Monster protection?
LONDON (UPI) — The Loch Ness monster — newly
christened Nessiteras Rhombopteryx — may win
protection as an endangered species even though many
scientists don’t believe there is such a beast.
A team of scientists that claims to have photographed
the elusive prehistoric reptile presented its evidence to
critics and supporters Wednesday at a seminar in the
House of Commons.
The fuzzy underwater pictures — published in Nature, a
leading scientific magazine — showed what appeared to
be a creature with a horse-shaped head, a Moot flipper or
fin and reddish, mottled skin.
David James, a member of the House of Commons and
sponsor of the seminar, said other members of
Parliament interested in conservation probably would
support a plan to protect Scotland’s most famous denizen
as an endangered species.
Dr. Robert Rines, president of the Academy of Applied
Science of Boston, and British naturalist Sir Peter Scott
insist their pictures are evidence the lake contains a
breeding family of prehistoric reptiles 42 to 62 feet long
with diamond-shaped flippers and a small head with
“horn-like protuberances.”
