FTC to crack down
on used car dealers
By MICHAEL J. CONLON
WASHINGTON (UPI) - The
Federal Trade Commission
wants to make sure a used car
dealer tells a potential buyer if
the car was once a taxi or if it
was ever damaged.
The FTC also would forbid
used car salesmen from mak
ing “any false, misleading or
deceptive representation ... of
the quality, performance, relia
bility or lack of mechanical
defects” of their cars, in sales
talks and advertising.
The agency Friday an
nounced proposed rules, which
it may put into effect around
the beginning of 1977. It gave
interested parties 90 days to
comment.
Under the proposal, a sticker
in the right rear window of
each car would list any work —
including reconditioning, paint
touch-ups and other surface
repairs — done by the dealer,
or of which the dealer is aware.

If the car has a bent frame
which has been repaired —a
frequent tip-off that it has been
in a wreck — that would have
to be disclosed.
The sticker would have to say
whether the car has been
through a flood or has ever
been owned by any commercial
or government entity, such as
police, taxi firms or driver
training schools.
It would also carry the full
name of the dealer, the exact
make, model and year of
manufacture and the approxi
mate number of miles the
vehicle has been driven.
If the car were covered by a
warranty, its details would
have to be spelled out. If it
were being sold without a
warranty the sticker would
have to say so and tell the
customer he “will bear the
entire expense of repairing or
correcting any defects that
presently exist...”
The rules were proposed
under the 1974 Magnuson-Moss
Warranty Act. The FTC said it
“has reason to believe that a
substantial number of 'used
motor vehicles ... are offered
for sale or sold to the general
public with mechanical defects
which affect the performance
or reliability of the vehicles.”
Reverend’s
license
revoked
CARSON CITY, Nev. (UPI)
— Rev. Pearley Mae Bonds is
out of the marrying business—
unless she gathers a congrega
tion mighty fast.
The reverend’s license to
perform weddings was revoked
Friday by City Clerk Vaugn
Smith, who said conducting
such ceremonies must be
secondary and incidental to a
minister’s other duties.
“You do not have a church or
a congregation and have not
had either for many months,”
Smith said in explaining the
action to Rev. Bonds.
Smith said the ordinance
invoked in the case was passed
in an effort to crack down on
“Marryin’ Sams” who take
advantage of the state’s liberal
marriage laws.
“I was going to quit
anyway,” said Rev. Bonds.
“My health was going down on
me. But I’m still working for
the Lord.”
