opened for furnishing all labor,
material, equipment and othe

Plans and specifications may be
inspected at the General Office
in Atlanta, the District Office
indicated, and at the office of
the Board of Commissioners of
Roads and Revenue of the
county (les) in which the work
is located. Copies of the
Standard Specifications ($4.00),
the proposal form ($5.00) and
the plans (indicated price) may
be obtained from the State
Transportation Office Engineer
at the General Office in Atlanta,
telephone number 404-656-5293.
Payment of the correct amount
must be made within 30 days of
billing; such payments are not
refundable. Notices to
Contractors which include
items and quantities are
available upon payment of
$12.00 annually.
Proposals must be submitted on
the proposal form Issued by the
Department. Each proposal
submitted must be
accompanied by a proposal
guaranty in the indicated
amount in the form of a
Certified Check, Cashier's
Check or Bid Bond on the form
issued by the Department of the
Georgia Highway Authority.
In accordance with the
Standard Specifications, the
time set for receiving bid
proposals terminates at 11:00
A.M. at Room 234 in the State
Highway Building. The bid
proposals will then be
transferred to Room 401 where
they will be publicly opened.
Bid proposals will not be
received after 11:00 A.M. Bid
proposals may be withdrawn by
the bidder from Room 234 prior
to 11:00 A.M. but cannot be
withdrawn after 11:00 A.M. A
withdrawn bid proposal may
again be received in Room 234
prior to 11:00 A.M.
Acceptance of an offer
submitted by the bid proposals
will be given in writing within
thirty days after the opening of
the bid unless a longer period is
specified in the proposal or
agreed upon by the successful
bidder. Offers of bidders who do
not hold a current Certificate of
Qualification, DOT Form 482,
will not be accepted unless
prequalification requirements
are specifically waived for the
project.
Work will be governed by the
applicable edition of the DOT
Standard Specifications as
amended by the contract
provisions. Contract time will
be as Indicated. Payment will
be made to the contractor each
calendar month based on the
estimated work complete in
place as prescribed by the
Standard Specifications.
Retainage as prescribed by the
Standard Specifications will be
withheld. Retainage may be
deposited in escrow accounts at

the option of the Contractor.
Fiijal payment of amounts
withheld or deposited in escrow
will no be made until the State
Highway Engineer has certified
that the work has been
satisfactorily completed and
accepted.
Prefects financed with Federal
funds will contain privisions
with regard to equal
employment opportunities,
minimum wages, employment
of labor, methods of
construction, minority business
enterprise involvement, an
subletting or assigning the
contract. On such projects the
Department will insure that
minority business enterprise
contractors will be afforded full
opportunity to submit bids in
response to this invitation and
will not be discriminated
against on the grounds of race,
color, or national origin in
consideration for an award. On
such projects all bids must
certify and document that
potential minority business
enterprise subcontractors have
been contacted and that their
interest, capabilities, and
prices have been affirmatively
solicited.
Any federally financed work
located within the counties of
Fulton, DeKalb, Cobb, Clayton
and Gwinett, the estimated cost
of which exceeds $500,000.00 will
be subject to the requirements
of the Atlanta Plan.
Requirements of the Atlanta
Plan will be included in the
contract special provisions
where applicable. Copies of the
Atlanta Plan are available from .
the same source as plans and
proposals.
This advertisement is merely
an invitation for the submission
of bids which are to be
considered as offers for
performance of work by the
submitting party. The State
reserves the right to reject any
or all bids.
The Department reserves the
right to release Bidders Lists on
any projects it may select or on
all projects. Such Bidders Lists
will contain the names of all
contractors who have been
issued bid proposals valid for
bidding.

Most jails
in bad shape
ATLANTA (UPI) — Federal funds
for Georgia — including revenue
sharing money and aid to law
enforcement agencies could be
jeopardized if action is not taken to
correct ill treatment of inmates at state
prisons, according to a U.S.
Commission on Civil Rights report.
Bobby Doctor, regional director of
the commission, said Thursday
Georgia’s treatment of black and
women prisoners is “cause for alarm’’
and could threaten a variety of federal
funds.
“While the people of Georgia
probably have heard of some of these
prison problems before,” Doctor said,
“they haven’t heard it from an arm of
the federal government.”
The commission released a two-year
study of the state’s prisons that said the
state legislature “bears the major part
of the responsibility for not allocating
the necessary funds” to the prisons.
“You might reasonably expect that
those (federal) funds would be
jeopardized,” said Doctor. However, he
said he feels Georgia officials “are
progressive enough” to develop a
program to improve prison conditions.
He said the conditions at Georgia
prisons are not as bad as those in
Alabama where a federal judge
recently ordered local officials to
upgrade their correctional facilities.
But he said the federal judge told
Alabama officials a “state is not at
liberty to afford its citizens only those
constitutional rights which fit

The report, by the Georgia Advisory
Committee to the commission,
described the state prisons as
“antiquated, overcrowded and
understaffed.”
The report said most prisoners at
state prisons are black, poorly
educated and that more than 60 per cent
of them return to jail following their
release.
The commission said while 60 per
cent of the state’s prisoners are black,
the staff in charge of the prisoners is
only 16 per cent black. It also said
women prisoners are not given the
same level of treatment as men when
they enter the system.
