Sunday that Atlanta families
and tourists will be unable to
have a drink with their Sunday
dinner, due to a furtive flourish
of Gov. George Busbee’s pen.
The governor ended two
weeks of not-quite-apprehensive
speculation Friday by signing
he most hotly controversial bill
of the 1976 legislative session,
allowing Atlanta restaurants
and sports arenas to serve
drinks with meals from 12:30
p.m. to midnight Sundays.
But the State Revenue
Department has not yet estab
lished what exactly is a
restaurant, so a City Hall
spokesman said resort owners
had better not uncork their
bottles this Sunday. Assistant
City Attorney Tom Tatum said
the City Council will act early
next week to repeal the now
obsolete ordinance against Sun
day drinking, and the Revenue
Department will later certify
applicants as meeting the
criteria set forth in the new
law.
In order to sell beer, wine
and mixed drinks, a restaurant
must earn at least half its
revenue from sales of prepared
food. For a sports arena or
convention hall, the eligibility
requirement is 1,200 seats.
Busbee had been officially
undecided for two weeks about
signing or vetoing the bill. He
said, however, he would not
“cop out” and let it become
law unsigned.
At his news conference
Thursday, and barely an hour
before he signed it Friday,
Busbee insisted he had not
made up his mind. When asked
Friday night what had been the

deciding factor, he replied,
“there was no one, any single
factor. It was very complex.”
The governor said he had not
had any outraged reaction to
his decision, nor any commen
dations from hotelmen and
restauranteurs who desperately
wanted the bill signed into law.
Busbee’s minister, Dr. Rus
sell H. Dilday of Second Ponce
de Leon Baptist Church, said he
spoke once with Busbee and
asked him to veto it.
