“We’ve had several years of
what I call deadlocked
government There’s been
suspicion and lack of coopera
tion between the president
and Congress. That’s cost the
country a great deal.”
— Vice President-elect
Waller Mondale, predicting
“tremendous support’’ in
Congress for Jimmy Carter’s
plans to reorganize the
federal bureaucracy.
“We have only one mandate.
That is to govern the whole
country.”
— Canada's Prime Minister,
Pierre Trudeau, explaining
that his government would not
negotiate any form of in
dependence for Quebec,
despite the recent victory of
the French separatist party in
that province.
