Hunting rules outlawed
ATLANTA (AP) - The De
partment of Natural Resources
cannot prosecute those who
hunt deer or turkey out of sea
son unless the General
Assembly votes to outlaw
hunting large game, a
department spokesman says.
In November the state Su
preme Court ruled that DNR
regulations could not be en
forced through the state’s crim
inal courts.
That ruling prompted the de
partment to seek legislation
outlawing deer and turkey
hunting until March 15th,
spokesman David Cranshaw
said Sunday.

result in the loss of a hunter’s
license, Cranshaw said, but the
Supreme Court decision means
criminal courts cannot be used
to enforce the rules.
In addition, many hunting re
strictions are enforceable, since
they are enacted by the legisla
ture. “For example, night hunt
ing of deer and hunting without
a license are illegal,” he said.
Cranshaw said tne DNR also
is asking the legislature to enact
department rules that don’t
change from year to year, thus
making them enforceable in
criminal courts.
But there are many rules that
do change annually, he said.
“There is no way the legislature
could take on the burden of
debating and authorizing them
every year.”.
Deer hunting alone accounts
for 12 to 15 pages of limits, lo
cations and dates, he said.
Cranshaw said the depart
ment expects most hunters to
maintain their compliance with
the rules even if they can’t be
prosecuted for disobeying.
“Ethical, concerned sports
men will understand that this is
an oversight, a technicality, and
will not take advantage of the
situation,” he said.
“But we are worried about
the guy who might go out and
shoot 12 deer.”

Split develops in GAE
ATLANTA (AP) - A split
apparently has developed in the
Georgia Association of Educa
tors over its search for a re
placement for Carl Hodges, who
recently announced his re
tirement as the group’s execu
tive secretary.
Black spokesmen have sug
gested Associate Executive
Secretary Dr. Horace Tate for
the post.
But the GAE governing board
of 16 whites and 7 blacks has
instructed board president Lith
angia Robinson to appoint a
search committee to look for a
replacement.
“We need a search committee
to find an associate executive
secretary, not an executive
secretary,” said Bill Breeding,
a black and past president of
